In Royal Republicans Chalmers Hood explores the forces that caused French naval officers to gravitate toward antidemocratic movements after the armistice of 1918. He seeks to explain their involvement in the Action Francaise and in the breakdown of civil-military relations that helped decide the fate of the Third Republic in 1940. Hood shows that a variety of social and intellectual factors allowed for a stability of tradition and royalist sentiment in the navy in a period when the attitudes of mainstream French society were growing away from Cartesian and anti-republican beliefs. Only when the traditionally comfortable and carefree life-style of the naval officers was threatened did this rift between navy and nation begin to constitute a real danger to the French government. Static salaries and the rising cost of living after World War I provoked resentment toward an initially unresponsive government that eventually boiled over in the summer of 194o. . Royal Republicans comprises three sections. The first describes the social background of the French navy emphasizing the elite grand corps or line officers. These men were generally aristocrats in sentiment if not always in fact. The extent to which positions in the grand corps tended to remain "in the family" especially prior to World War I prompted one Frenchman to say that line officers considered themselves "the proprietors of the navy by hereditary means." The second section of the book describes the intellectual preparation of these officers. Although line officers could spend as much as three quarters of their careers at sea or in the colonies they remained strong role models for their sons. The wives of these officers hoped to see their daughters marry other naval aristocrats and their sons pass the rigorous entrance examinations for the Ecole Navale.
