‎Louis-Léon-Eugène BILLOTEY (1883-1940), après avoir remporté le Prix de Rome en 1907, fait un séjour à la Villa Médicis, où son style s'affirme : femmes drapées ou dévêtues au milieu de paysages stylisés, silhouettes intemporelles aux traits nobles. Cet artiste des années 30, à la fois figuratif et moderne tire son inspiration de l'Antiquité et des sujets religieux, auxquels il apporte son style, simplifiant les volumes, et recherchant la pureté des lignes et la vivacité des couleurs. Il figure au Salon des Artistes français, et a obtenu un grand prix pour l'exposition Universelle de 1937 pour la grande fresque du Palais de Chaillot. Ce dessin préparatoire, esquisse d'une silhouette féminine, nue, témoigne de l'importance de son travail préparatoire pour un décor mural. (Bénézit, II, 38).‎

Fabricating GPHSs with the current process had remained essentially unchanged since its development in the 1970s. Thirty years of technological advancements have been made in the fields of chemistry manufacturing ceramics and control systems. At the Department of Energy's request alternate manufacturing methods were compared to current methods to determine if alternative fabrication processes could reduce the hazards especially the production of respirable fines while producing an equivalent GPHS product An expert committed performed the evaluation with input from four national laboratories experienced in Pu-238 handling. The objectives of the evaluation were: to minimize the potential for airborne radioactive contamination release during fabrication; to reduce personnel radiation exposure during fabrication; and to reduce cracking of the unclad pellets while satisfying impact tests and operating performance requirements. This evaluation reduced the list of process alternatives to a small number that warranted further testing. The evaluation Executive Summary presented a graphic that depicted a timeline for selecting a final Pu-238 GHPS fabrication process and qualifying the new process for space flight. Il travailla pour l'Olympia, confectionnant les décors et les costumes, pour des revues comme "Monsieur" et "A la danse". Après la guerre, il s'affirme dans la décoration et la publicité et son style d'illustrateur se particularise. Plus tardivement, il s'intéresse à la publicité et l'information médicale.
