This appears to be a Xerox-like copy made from a comb bound copy. This report was prepared in response to a request from Congress. The report addressed "whether past warhead reliability problems demonstrate that nuclear explosive testing is needed to identify or to correct stockpile reliability or alternatively whether a program of stockpile inspection non-nuclear testing and remanufacture would be sufficient to deal with stockpile reliability problems." The report said "yes" answer to the first question and for the second a 'qualified yes' in the short term but a definite "no" over the longer term. The conclusion stated: "We believe that if further nuclear test limits are determined to be desirable then a detailed study of the feasibility and impact of reducing our reliance on underground nuclear testing is needed. The study would investigate the changes in nuclear design that might have to be made and the military capabilities that might have to be relinquished in order to develop more robust warheads. These issues must be addressed to determine what could or could not be accomplished under more restrictive test limits. . Until we can find ways to meet our responsibilities for ensuring the reliability and effectiveness of U.S. nuclear weapons and ways to prevent the erosion of nuclear weapon expertise and judgment under restrictive nuclear test limits it would be imprudent to commit this country to a regime of further nuclear test limitations. Chapter 1 examines the reasons for nuclear testing. Although the thrust of the request from Congressman Aspin et al. has to do with the need for nuclear testing as it relates to stockpile reliability and remanufacture there are other very important reasons for nuclear testing. Since there has been increasing interest in the US Congress for more restrictive nuclear test limits we have addressed the overall need for nuclear testing and the potential impact of further nuclear test limitations. Chapter 1 also summarizes the major conclusions of a recent study conducted by the Scientific and Academic Advisory Committee SAAC for the President of the University of California; the SAAC report is entitled ''Nuclear Weapon Tests: The Role of the University of California-Department of Energy Laboratories.'' Chapter 2 presents a brief history of stockpile problems that involved post-deployment nuclear testing for their resolution. Chapter 3 addresses the problems involved in remanufacturing nuclear weapons and Chapter 4 discusses measures that should be taken to prepare for possible future restrictive test limits. George H. Miller Ph.D. served as director of the Lawrence Livermore National Laboratory LLNL from 2007 until 2011. Dr. Miller an employee of the Laboratory for 34 years replaced Michael Anastasio who left LLNL to head Los Alamos National Laboratory. Dr. Miller received his B.S. with high honors in physics in 1967 his M.S. in physics in 1969 and his Ph.D. in physics in 1972 all from the College of William & Mary. Dr. Miller joined the LLNL staff in 1972 as a physicist. In 1985 he became associate director for nuclear design. He left LLNL in 1989 to serve as the special scientific adviser on weapons activities to the U.S. Department of Energy. In 1990 he returned to LLNL to serve as associate director for defense and nuclear technologies associate director for national security and associate director for National Ignition Facility programs. Prior to being named the LLNL Director he had been associate director at large for LLNL since June 2005. He retired as LLNL director in December 2011. Paul S. Brown worked at the Lawrence Livermore National Laboratory LLNL from 1966 until his death. He worked in various departments at the Lab over the years including the Earth Sciences Department and the Weapon and Space Nuclear Power Programs then for 16 years as the assistant associate director for Arms Control in the Weapons Program. In 1986 he served as a delegate to the US-USSR Nuclear Test Expert Meetings in Geneva Switzerland on behalf of the Department of Energy. Brown never fully retired from his work on arms control issues and up until his final days he continued to write a book detailing the history of arms control at LLNL. Carol Travis Alonso is a Canadian-born American physicist author and horsewoman. She was a co-discoverer of Element 106 Seaborgium with Nobel laureate Glenn Seaborg and other team members at Lawrence Berkeley National Laboratory. In 1972 she moved to Lawrence Berkeley Laboratory to work with Nobel Laureate Glenn T. Seaborg. Their team discovered element 106 which some years later was named seaborgium. Alonso while attending a conference in Tennessee to present a nuclear hydrodynamics paper got caught in the middle of a competition between the US and the Soviet Union to first announce the discovery of element 106. At Berkeley they used californium-249 as a target and eventually discovered seaborgium The new nucleus had a 0.9 second half-life and underwent alpha decay to rutherfordium-259. In 1975 Dr. Alonso became a full staff research physicist at Lawrence Livermore National Laboratory doing nuclear research in A-Division. Her career at LLNL spanned many aspects of National Security research and management from 1975 until her retirement in July 2001. National Security at LLNL includes nuclear defense research and development as well as anti-terrorist and non-proliferation research and analysis and arms control issues.
