‎London: 1803. Folio 430 x 263 mm. Contemporary half calf titles in gilt on red morocco spine labels raised bands ruled in gilt marbled boards. Text in double column. Engraved hand-coloured folding map 11 engraved plates depicting distillery apparatus tables throughout. Binding expertly restored labels renewed a little rubbedinternally browned and with scattered foxing; a very good copy. First collected edition of these fifteen parliamentary reports including Sylvester Douglas's indispensable two-part survey of the Scottish whisky industry and three further reports together illustrating the culmination of parliament's continued attempts to regulate the Scottish distilleries over the course of the eighteenth century following the Act of the Union in 1707. First is a series of three reports submitted by William Eden between 24 December 1783 and 23 March 1784 and discussing the smuggling of various commodities including whisky. The first of these three also touches on "frauds in the internal duties on brewery distillery malt"; the second focuses on Scotland demonstrating "both the forcible and piratical practices as also the inland smuggling of foreign goods" and outlines details regarding exemption from and evasion of distillery duties; the third proposes methods of preventing the smuggling trade and gives a list of bounties premiums and allowances. The year 1784 saw the introduction of the Wash Act one of the formative moments in the history of the distilleries. It lowered whisky duties in England and the Scottish Lowlands but maintained the taxes on all distilleries above a rigid "Highland Line". Production in the Lowlands increased enormously leading to protests by the English distillers and the Scotch Distillery Act of 1786 which imposed an extra duty on liquor exported to England. As a consequence the Lowland distillers developed a shallow still which could be worked off in minutes producing spirit of reduced quality but still sufficient for English distillers to rectify it into gin. Exports therefore by no means ceased and the Lowland Licence Act was passed in 1788 forcing Scottish distilleries to give a year's notice before exporting a measure which led to mass bankruptcies among the major Lowland distilleries and a renewed increase in illegal distillation and smuggling. Faced with the confusion of lobbies and counter-lobbies in 1797 the government appointed whig politician Sylvester Douglas Baron Glenbervie 1743-1823 to chair a select committee with a brief "to enquire into the best mode of levying and collection the duties upon the distillation of corn spirits in Scotland". "Under the chairmanship of the Rt Hon. Sylvester Douglas whose energy one can only marvel at evidence was taken witnesses called and examined excise records poured over and two substantial reports June 1798 and July 1799 produced. They are a remarkable detailed and lively record of the state of the industry at the end of the 18th century wonderfully illustrated and with a wealth of information. The Committee heard from every figure of substance in the industry and received a mass of contradictory submissions and evidence from interested parties. It is worthy of detailed analysis in its own right Â… Eventually the Committee's recommendations Â… were for a continuance of the licence system increased surveys by excise officers higher Lowland taxes additional taxes on excess production above the limits set by the distilling licence and abolition of the Highland line" Buxton and Hughes The Science and Commerce of Whisky p. 59. Legislation was enacted in 1800 and although repeated bans over the next decade hampered its effectiveness further legislation measures taken by the large estate-owners including clearances and the establishment of modern licensed distilleries such as Breackla 1812 Teaninich 1817 and Clynelish 1819 meant that "the foundation for the modern industry had now been laid" idem p. 61.
