The races were largely segregated but seemed to have shared fairly equally the poor conditions but with African Americans bearing the brunt of the road camp work. The "History of the Alabama Department of Corrections" on that organization's website makes no mention of this report and none of its findings or recommendations are included in the ADOC website timeline.
