Le « phénomène » gaulliste semble plonger les hommes politiques et bon nombre des Français dans la perplexité. On le croyait lié à la guerre d’Algérie et voici qu’il prend toute son ampleur en octobre-novembre 1962 six mois après la fin de l’épreuve algérienne. On le croyait surtout lié à la personne du Général de Gaulle et le départ de l’homme du 18 juin marque l’effondrement des oppositions et non celui de la majorité qui depuis plus de onze ans gouverne la France — dont la réputation d’instabilité politique paraissait cependant bien établie. Les ouvrages sur le Général de Gaulle ne manquent pas; il n’y avait guère à ce jour d’étude objective du « phénomène gaulliste ». Jean Chariot 38 ans chargé de recherches à la Fondation Nationale des Sciences Politiques depuis 1960 docteur de 3e cycle sciences politiques est un spécialiste de l’étude des partis politiques—il a publié notamment en 1967 un ouvrage sur « L’Union pour la Nouvelle République étude du pouvoir au sein d’un parti politique » A. Colin. Il est également un bon connaisseur du système politique britannique. Pour lui au-delà et peut-être malgré le Général de Gaulle le gaullisme est devenu à partir de 1962 un parti comme les Français n’en avaient jamais connu: un « parti d’électeurs ». Il tire sa force du gaullisme d’une bonne moitié de l’opinion française gaullisme institutionnel gaullisme économique et financier gaullisme de politique extérieure. Grand parti de droite mais d’une droite moderne et disciplinée il recouvre de nombreuses tendances idéologiques sans que cette diversité le desserve comme dans le cas d’un « parti de militants »; elle constitue au contraire sa richesse. Le « phéno-mène gaulliste » marque enfin une mutation du système politique français notamment du système des partis où il se trouve depuis 1962 en position dominante. L’opposition est réduite au regroupement dans un « parti d’électeurs » concurrent à gauche ou à l’impuissance sur le plan strictement politique.
