Pennsylvania 1864. One-page discharge of a Sergeant of the 58th Regiment of Pennsylvania Volunteers. Dated 11/10/1864 and signed in black ink by Hayes. In Good condition overall with moderate age toning and wear along creases. Bottom third is currently mended with archival tape. Shelved at Rockville Room E MW Box. Isaac Israel Hayes 1832-1881 was an American physician Arctic explorer and author who combined scientific ambition with public service. After earning his medical degree from the University of Pennsylvania he gained national attention as surgeon on Elisha Kent Kane's Arctic expedition 1853-1855 and later led his own 1860-1861 voyage toward the North Pole aboard the schooner United States. During the American Civil War Hayes served as a Union Army surgeon and later as a medical examiner for the draft in New York applying his medical expertise to military and public health needs. Following the war he remained active in civic life serving in the New York State Assembly and writing extensively about Arctic exploration helping to sustain American interest in polar science in the decades before the great expeditions of the late 19th century. 1409579. Short closed tear to title page repaired on blank verso. Very Good. <br/><br/> A rare early informative Report on prisons and South Carolina's criminal law. The Report recommends changes in the penal law; not Hayne assures from "sympathy with the spirit of indiscriminate and sweeping innovation which to some extent is the characteristic of the age and which absolutely runs riot in many of the States of this Confederacy." South Carolina has a low crime rate: "more than half of our population and the portion amongst whom from their position crime would naturally most abound are slaves who are kept in order without a resort to the Courts." But he fears an "alarming" rise in crime in Charleston. Urging greater efficiency "in detecting crime" he recommends employing prosecutors in each district and "physicians for post mortem examinations in murder cases." <br/> Hayne wants to streamline outmoded judicial procedures allow appeals "in cases not capital only on cause shown" to curtail the power of pardon with standards to guide issuance of pardons to curb the most wretched prison conditions particularly housing "the arrested debtor and the innocent witness" with "the convicted felon"; and to provide separate cells at night and employ prisoners in shoemaking and other useful tasks. The Proceedings contains the first printing of the AMA's famous "Code of Medical Ethics" the first national codification of ethics for any profession. The Code's two co-authors John Bell and Isaac Hays drew from the precepts set forth by Thomas Percival in his Medical Ethics 1803 but used them to create "a radically innovative document that transformed and transcended Percival's ideas providing the foundation for what is best described as ‘the American medical ethics revolution'" Baker 1999 p. 19. Original yellow wrappers with black lettering on cover protected by modern mylar. <br /> <br /> Isaac Hays 1796-1879 nephew of educator and philanthropist Rebecca Gratz was a renown ophthalmologist editor and medical ethicist and was among the "extremely quarrelsome" Philadelphians who described fossil vertebrates in the 1830s and 40s. Hays argued that his name Saurodon for a New Jersey specimen should replace Richard Harlan's Saurocephalus on the grounds that Harlan's 1824 description of a specimen from Iowa was inaccurate.Today Saurodon and Saurocephalus are both genera belonging to the subfamily Saurodontinae. <br /> <br /> In 1830 John D. Godman described a fossil specimen from Orange County NY as a new type of elephant dubbing it Tetracaulodon. Harlan whom Godman disliked and had accused of plagiarism argued it was a juvenile mastodon. Hays took Godman's side publishing "Descriptions of the inferior maxillary bones of mastodons" 1833 on the subject. Across the Atlantic Richard Owen initially joined Godman's camp and English transplant George Featherstonhaugh vocally subscribed to the juvenile mastodon theory which eventually prevailed. <br /> <br /> This volume is complete with its 10 plates numbered XX to XXIX with b/w illustrations of mastodon bone structures. Some age wear on wrappers with spine mostly missing with minor and sporadic chipping along edges of covers. Pages slightly age-toned throughout.
