‎Washington DC: 1863. Partly engraved military appointment on vellum with the sections accomplished in manuscript 445 x 330 mm. Mounted framed and glazed with UV conservation glass in dark wood frame with gilt slip. Attractive cartouche of the American eagle at the head and large trophy of arms at the foot engraved by by J. V. N. and O. H. Throop. Originally folded into sixths leaving light creases as usual - it was common to carry such documents as instruments of authority or means of identification - with two very small losses at the confluence of the upper centre folds some light soiling verso Stanton's signature is faded to brown Lincoln's still quite strong. Blue wafer seal at left with one small chip and War Department docketing notations at upper left. The document appoints Carl Proegler an Assistant Surgeon of Volunteers effective from October 4 1862 signed in full by Lincoln and Stanton. This appointment was made four months before the Battle of Gettysburg. Dr Proegler 1837-1907 was born in Cologne and educated at Erlangen Würzburg and Berlin graduating from the latter in 1859 and studying in Paris and London the following year before emigrating to the United States. At the outbreak of the Civil War he broke off from the practice that he had established in New York and "offered his services to the Government and was appointed Junior Surgeon of a hospital in Washington where he remained for a few months. He afterward served as surgeon of various regiments including the Twenty-fifth New York Infantry of which he had charge in his professional capacity for about ten months. At the close of the war Dr. Proegler entered the navy and was made Fleet Surgeon under General Farragut — a position which he filled until 1868" Memorial Record of Northeastern Indiana p. 225. Proegler returned to Germany during the Franco-Prussian War but in 1872 came back to America and settled in Fort Wayne Indiana where "from the beginning he maintained a place among the most able practitioners of this section of the State". ‎As the Army of the Potomac Seeks to Outmaneuver Lee President Abraham Lincoln Writes to General George Meade Detailing a Plan to Help Sick and Wounded Soldiers‎

‎A rare war-date letter on engraved letterhead of the President to Major General Meade seeking Meade's approval for an arrangement that would lead to a donation of $200 per month for the needy soldiers In March 1864 Ulysses S. Grant was appointed by President Abraham Lincoln commander of the Union Armies. His headquarters would be with the Army of the Potomac commanded by Gen. George G. Meade. So though Meade would retain his post as leading that army Grant would be his superior in command the actions of Meade's army and the other Union forces. Grant developed a strategy to defeat the Confederacy by placing his army between the rebel capital of Richmond and Gen. Robert E. Lee’s Army of Northern Virginia. In his Spring offensive in 1864 Grant and Meade confronted Lee's army a number of times in very bloody engagements in which both sides suffered great losses. The Battles of the Wilderness and Spotsylvania were essentially draws but resulted in huge casualties. After each battle Grant's armies moved southeast to try to create a wedge between Lee and Richmond but Lee's army successfully followed up the engagements by foiling that maneuver. The United States Sanitary Commission cared for the Union's sick and wounded soldiers and promoted clean and healthy conditions in army camps. It held fairs in certain large cities around the country mainly in 1863-4 to raise funds for its activities. Lincoln’s personal assistance to benefit these fairs is well known as he contributed notes documents and signatures to be sold or auctioned at the fairs. It turns out that he also intervened on behalf of others seeking to donate to the fairs. A little known aspect of the war relates to the material left behind by the soldiers who left a trail behind them as they moved. This included clothing and other rags that they no longer needed were useless in their present form or which they had to discard because the loads they carried in their backpacks were too heavy. One enterprising former soldier John C. Swift who had served in the Union Army from 1861-1863 wrote Lincoln on March 4 and March 9 1864 offering to pay $200 per month to the Sanitary Commission for the exclusive privilege of picking up clothing cast off by Meade's and Grant's army. This subject touched close to Lincoln's heart so he intervened directly Meade though it was during a period of intense conflict when tens of thousands were fighting and dying. But realizing that there might be logistic issues rather than insist Lincoln left the decision up to Meade even while indicating his own willingness. Autograph letter signed on engraved Executive Mansion letterhead Washington May 251864 to "Major General Meade Army of Potomac. Mr. J. C. Swift wishes a pass from me to follow your army to pick up rags and cast-off clothing. I will give it to him if you say so otherwise not. A. Lincoln." If Meade responded history does not take note of that response an unsurprising development given the hostilities in which his troops were involved at the time. It is noteworthy that knowing this Lincoln still chose to intervene on Swift's behalf a testament to Lincoln's interest in the well-fare of the soldiers cared for by the Sanitary Commission. Exceptionally rare finely bound autograph album signed by the 16th President of the United States Abraham Lincoln as well as his cabinet and 225 senators representatives and delegates of the 37th Congress 1861-1863. Octavo bound in full morocco gilt titles and tooling to the spine raised bands gilt ruled all edges gilt marbled endpapers with the name "Lizzie F. Harlow" gilt on the front panel. Singed by Abraham Lincoln on the first page of the album "Yours truly Abraham Lincoln." Additionally signed by William H. Seward Edwin M. Stanton Gideon Welles M. Blair Edward Bates J. P. Usher and S. P. Chase. Collected between the years of 1862 and 1863 by James McCain a young patent officer at the United States Patent Office. McCain presented the custom-bound album to his sweetheart Lizzie F. Harlow who despite not marrying the young clerk passed it down to her heirs. In near fine condition. An exceptional rarity with noted provenance. Abraham Lincoln served as the 16th President of the United States from March 1861 until his assassination in April 1865. He led the United States through its Civil War and in doing so preserved the Union of the United States of America abolished slavery and strengthened the federal government. Lincoln began constructing his cabinet on election night and sought to create a cabinet that would unite the Republican party. His eventual cabinet would include his primary rivals for the Republican nomination and although his appointees held differing views on economic issues all were opposed to the expansion of slavery into the territories of the United States. The most senior cabinet post of Secretary of State was appointed to William Seward who had recently failed to win the 1860 Republican presidential nomination and Lincoln's choice for Secretary of the Treasury was Ohio Senator Salmon P. ‎Washington D.C. 1864. 30 January 1864 seven lines plus signature and date on verso of a manuscript petition from James S. Henderson and 13 others to His Excellency A. Lincoln Calloway County Missouri 18 January 1864. 2 pages 4to. The letter respectfully petitions President Lincoln on behalf of three young Confederates " now prisoners of war at Point Lookout." They were captured at the Battle of Black Water near Vicksburg after entering "the Rebel Army.in the fall of 1861." Now they are "desirous to return to their homes.and comply with the Laws." They are "willing to take the necessary Oath." Lincoln as was so often his wont is happy to comply and writes: "Let these three young men take the oarth of Dec. and be discharged. Also let J.J. Neal go to Point Lookout & return with these young men. A. Lincoln." Lincoln" in black ink Washington DC May 12 1863 being 7 lines on the verso of the second leaf of an autograph letter to Lincoln from Robert Chester Buffalo May 9 1863 2 pages; 7 7/8" x 12 3/4" on a bifolium of blue-ruled paper neatly reinforced at folds. Lincoln deals with an officer seeking "An Honorable Discharge & to Avoid a Dishonorable One." Robert Chester who identifies himself as "late Capt. 17th Infantry US Army" petitions the President: "I would most respectfully request a suspension of Special Orders No. 201 Extract 4 by which I am dismissed the service of the United States. The reasons for such request are that my case has not been properly submitted to Your Excellency. I would respectfully ask that the order my be suspended until a Court of Inquiry or Court Martial; can be convened when I may have the opportunity to defend myself." Chester's appeal is joined by ten other prominent citizens of Buffalo including her postmaster one the justices of the city's Superior Court and three Union officers hailing from the Bison City. Lincoln forwarded Chester's petition to Judge Advocate General Joseph Holt directing him to "please examine & report on this case. The officer only seeks an honorable discharge & to avoid a dishonorable one." Nothing further on the case is recorded and Holt - influenced perhaps by the President's none-too-subtle insinuation - evidently found no merit to Chester's claim. Dated May 31 1865 this local Boston paper carries two stories about the Lincoln assassination. Both articles start on front page. The first discusses the trial of the conspirators and the second deals with the trial also but presents information about the individuals involved. Back page has the usual ads. </p>‎

Sheet size 17 3/4 x 14 inches. Calligraphic portrait of Lincoln in which the script of the Emancipation Proclamation forms Lincoln's image within a 9 x 11 inch decorated frame surrounded by the names of those members of Congress who voted for the resolution as an amendment of the U.S. Constitution. The original design by W.H. Pratt Davenport 1865 contained just the portrait and border Eberstadt 40 followed by this variation with the additional names 42. Only one at auction in the last forty years and that one dampstained. Quite scarce in all forms: OCLC locates five libraries with the original 1865 print 40 two with the 1865 variant 42 in the Lib. of Congress and Lincoln Memorial Library and two of this later edition: Lincoln Memorial Library and Lilly Library.
