‎Longtemps, on a semblé croire que l'Afrique noire souffrait de l'héritage colonial et que ses maux disparaîtraient avec l'aide des anciennes puissances impérialistes, estime Bernard Lugan. Aujourd'hui, le constat de faillite est patent. Après trente ans d'indépendance, peut-on continuer à charger la colonisation de tous les maux ? Bien des Africains eux-mêmes ne le croient plus. En réalité, l'aide internationale a été déversée en pure perte, et les acquis de la période précédente ont été réduits à néant, sous l'effet de l'explosion démographique, de la corruption, et aussi d'idéologies dévastatrices. L'échec est évident dans les domaines agricole, écologique, sanitaire, urbain, politique. L'Afrique, endettée, est quasiment écartée du commerce mondial et ses matières premières agricoles sont concurrencées par les productions asiatiques. Les conflits ethniques ont presque partout pris le dessus, annihilant toute perspective de développement. L'Afrique, aujourd'hui, est un continent sinistré. Aux yeux de l'auteur, c'est en grande partie sa faute et celle d'une assistance dispensée sans discernement ni contrôle. En dépit d'un discours tiers-mondiste encore largement répandu, les faits sont là. Aussi est-ce d'abord en elle-même que l'Afrique doit chercher des remèdes et des motifs d'espérer. Désormais les frais d'envoi sont de 6 € seulement pour les livres jusqu'à 1 kg (colissimo suivi), pour la France métropolitaine.‎
