On peut y découvrir par exemple qu'un "inculpé fétichiste [ animiste ]ne peut pas être condamné en vertu d'un texte du coran. La Coutume locale doit seule lui être appliquée." Ou encore, à propos des crimes commis par des chefs indigènes, "antérieurement à notre occupation, les pouvoirs des chefs indigènes n'étaient pas définis et, en général, ces derniers n'avaient pas d'autres droits que ceux qu'ils pouvaient s'arroger selon la puissance dont ils disposaient. En conséquence, si des crimes commis par eux restaient impunis, ce n'était pas en considération de la coutume, mais par l'effet de la terreur qu'inspiraient leurs auteurs. Il n'est dès lors pas possible de dire que les faits reprochés à un chef soient couverts par la coutume" [ ... ] Ou également : "Le suicide n'est pas punissable dans notre droit ; il en est de même de la complicité, l'acte principal manquant.
