Dr. Frantisek Soukup was born in 1871 studied secondary school in C�slav and Kol�n and completed his studies in law in Prague and Graz. He was an active journalist and founded the Social Democratic newspaper Pr�vo lidu The Rights of Man. He gained political experience in the Austro-Hungarian Imperial Council and Revolutionary National Assembly. He served as the first Czechoslovak Minister of Justice.
