‎Selon Ludwig Pfandl, Philippe II a préféré la grandeur de la seule Espagne à l'esprit d'unité chrétienne et européenne, qui (selon lui) avait animé Charles-Quint... Son « erreur » fut la même que celle que devait commettre plus tard Richelieu, qui, à son tour, « introduisit le nationalisme conquérant dans la tradition capétienne » : « un siècle entier de guerres épuisantes en est sorti. Guerres dont la politique philippéenne fut l'initiatrice » et que le grand Cardinal « continua de nourrir par son permanent dessein de substituer l'hégémonie française à l'hégémonie espagnole ». — "... On ne peut tenir pour négligeable cet ouvrage plein de passion, car Pfandl a beaucoup aimé l'Espagne, qu'il n'a guère connue que par les bibliothèques allemandes. Et puis c'est un écrivain : il a un style alerte, coloré, qui garde ses qualités dans les traductions. Les meilleurs passages du livre sont des descriptions. Pfandl relate avec brio les péripéties de la bataille de Lepante ou l'odyssée de l'Armada. Il excelle à peindre les voyages et les noces princières. C'est ainsi qu'il nous conte les mésaventures du cardinal Silíceo allant à la rencontre de la première épouse de Philippe II, Marie de Portugal. Disons en passant que Pfandl traite ce bon prélat de pédant et lui reproche avec quelque injustice de n'avoir pas appris à son royal élève les langues étrangères. Au cours de son voyage, le cardinal est entraîné par ses mules dans un ruisseau boueux dont on ne le dégage qu'avec peine. Il se remet de ses émotions en se reposant pendant huit jours chez les moines de Cantalapiedra, sans se soucier le moins du monde de la future reine et du duc de Medina Sidonia, qui l'attendent à Badajoz..." (Henri Lapeyre, Bulletin Hispanique, 1957) — A noter un chapitre curieux – et sans doute le plus original du livre – que Ludwig Pfandl a consacré à la vraie figure du monarque espagnol sous le titre significatif de « la Psyché ».‎

‎15 1 blank pp.Rare royal decree on marine insurance addressed to the Council of Brabant replacing the decree of 27 October 1570. In 1569 the Duke of Alfa took a radical measure by banning all marine insurance. "This "provisional" decree of 31 March 1569 was abolished by an ordinance of 27 October 1570 of Philips II. Marine insurances were again allowed. Â… Ships could only leave the port with the permission of an officer after an inspection of their armament. This decree also charged that all policies should contain a detailed report of the goods on board. Â… Diego Gonzalez Gante was appointed to inspect these contracts. He also had to prepare an new instruction. This decree contained as well a formulary of an marine insurance. After a petition of the merchants and Nations of Antwerp a new ordinance was promulgated three months later on 20 January 1571. This decree provided that only ten percent remained to the own risk of the insurance taker. The goods the name of the vessel and the captain had to be mentioned in the insurance policy. To prevent fraud Diego Gonzalez Gante was also appointed to control everything. An insurance policy which was not recorded by him was to be declared null and void. Not only in Antwerp but also in Bruges Amsterdam and Middelburg people under his authority had full powers to verify this" Huybrechts.
