Stitched as issued. Sometime folded down the centre. Title page spotted and slightly soiled verso of last leaf spotted otherwise generally clean. During the Industrial Revolution the Government were very concerned about the effects of toxic pollutants being released into the atmosphere. A new process for manufacturing alkali was releasing large volumes of hydrochloric acid into the air. The majority of the factories producing these toxicants were in the N.W. of England Widnes Runcorn St. Helens and Northwich however there were similar factories in Tyneside Swansea and on the banks of the Thames south of London. This airborne pollution led to a public outcry resulting in a significant number of lawsuits and led to the passage of the Alkali Act in 1863. The situation had not improved much by 1876 and so the British Government appointed a Royal Commission on Noxious Vapours to look into this growing problem of industrial air pollution. The Commissioners inspected industrial areas around Great Britain where there were alkali works cement works chemical manure works and coke ovens. Local residents in areas adjacent to these factories complained of difficulty in breathing nasuea vomiting and reportrd damage and loss to crops and vegetation This is the detailed report of the Commissioners and runs to page 36 with their 10 Recommendations on p 36 - 37 which includes 3 amendments and 4 extensions to the 1863 Alkali Act.
