Kent 1851-1924 architect and civil engineer of Woonsocket and Narragansett Pier Rhode Island who conducted business as Secretary of the Association from his Rhode Island home. These copies of his letters are in a "Tokio" Letter Copying Book. Discoveries by Koch and Pasteur on health hazards caused by bacteria led to actions to provide a supply of clean healthy water in municipalities throughout America. In the years covered by these letters there was a strong active organization of New England water engineers and large-scale projects in Boston Providence and other cities to secure safe water.
