‎Nach einer Ausbildung 1814 am Friedrichstädter Lehrerseminar bildete sich Oehme neben seiner Tätigkeit als Gehilfe des Torschreibers - sein Vater war Generalaccis-Torschreiber - ab 1815 autodidaktisch aus. 1817 betrieb er gemeinsame Studien in der Natur mit C. Wagner (1796-1867). 1819 begann er ein Studium an der Dresdener Kunstakademie und war Schüler von J.Chr.Cl. Dahl (1788-1857), mit dem er eine Studienreise in die Sächsische Schweiz unternahm, und ab 1820 von C.D. Friedrich (1774-1840). Mit einem weiteren Schüler Friedrichs, J.A. Heinrich (1794-1822), unternahm er in diesem Jahr ebenfalls eine Studienfahrt in die Sächsische Schweiz sowie eine gemeinsame Reise nach Salzburg. 1822 ermöglichte ihm ein Stipendium von Prinz Friedrich August von Sachsen einen Studienaufenthalt in Italien - sein lungenkranker Freund Heinrich, mit dem er gemeinsam nach Rom ziehen wollte und den er vorab in Innsbruck traf, verstarb noch vor Ort. In Rom angekommen, bezog er eine gemeinsame Wohnung mit Wagner und knüpfte freundschaftliche Kontakte zu mehreren deutschen Künstlerkollegen, wie C. Götzloff (1799-1866), L. Richter (1803-1884) und C.G. Peschel (1798-1879). 1825 kehrte er nach Dresden zurück. Von hier aus unternahm er mehrere Studienreisen, so etwa 1826 und 1839 mit Richter ins Erzgebirge, 1842 mit Richter und Peschel in den Harz oder 1849 mit den beiden Künstlern über Nordböhmen in die Oberlausitz. 1846 wurde er zum Königlich-Sächsischen Hofmaler ernannt und Ehrenmitglied der Dresdener Akademie. 1854 verschlimmerte sich sein bereits angegriffener Gesundheitszustand, Kehlkopftuberkulose, und er verstarb im April des folgenden Jahres.‎

Pelkhoven, Gutsherr, Dichter und seit 1790 kurfürstlich bayerischer Kammerherr und Regierungsrat in Straubing, wendet sich in dieser Schrift gegen das Ansinnen des Churfürsten, den Einfluß der Landstände zu beschneiden und die Ständeversammlung abzuschaffen. Er plädiert dagegen für die Schaffung eines ordentlichen Landtages, der die Rechte der Stände vertritt. Mit Erfolg, wie sich zeigte, denn 1819 bis 1822 war Pelkhoven Mitglied der Ständeversammlung.‎

Il compte 1214 pages. L’Almanach de Gotha a été créé en 1763 à GOTHA et cette publication modeste au départ s’est vite épaissie. Elle s’éteindra sous sa forme première en 1944. L'objectif initial de l'Almanach de Gotha , qui ne se vendait que sur abonnement, était de lister les membres des maisons souveraines d'Europe (régnantes ou anciennement régnantes) ainsi que la plupart des familles princières et ducales européennes ). Ce qui n’était pas simple vu le nombre de ces familles en Allemagne et en Italie. Il s’agissait d’un outil essentiel en ce qui concerne les mariages , les alliances et le code complexe des préséances sociales. Par la suite cette liste s’étendit aux chefs d’état , aux agents principaux du corps diplomatique et aux hauts fonctionnaires.Le Présent Almanach s’ouvre sur frontispice : un portrait gravé de Marie-Thérèse, PRINCESSE de BAVIÈRE. Puis, quelques pages plus loin, Ernest , PRINCE DE LÔWENSTEIN ,WERTHEIM et FREUDENBERG. Plus loin encore: Louis, PRINCE DE BAVIÈRE et enfin Emile LOUBET, PRÉSIDENT DE LA RÉPUBLIQUE FRANÇAISE. L’introduction ( XXII pages) comprend aussi une Préface, une Table des matières, un liste des abréviations un Calendrier pour l’année 1899 et la réduction du temps solaire moyen.-Ensuite, on trouvera l’ANNUAIRE GÉNÉALOGIQUE soit l’ État actuel des maisons souveraines d’Europe, des familles médiatisées d’Allemagne et de la plupart des maisons ducales ou princières non souveraines d’Europe.
