The regimental agent Africa Hamlin had failed to pay Brown and others the money due them for their service as Hamlin had been "defrauded" of the pay certificates. Nelson tries to get Brown's money for him. The Committee takes a tough line denying compensation on the ground that officers of each regiment had elected their regimental agent on behalf of themselves and the general soldiery serving with them; in so doing they assumed the risk of default. The Panic of 1893 caused by collapsing wheat prices and a coup in Buenos Aires was first signaled by the bankruptcy of the overextended Philadelphia and Reading Railroad. Blaming the largely Democratic Congress and President voters vented their frustrations in the ballot box. The historic midterm elections just before the 54th Congress saw the Republicans gain 130 seats securing the first of a series of GOP-controlled Congresses. The work owed its existence largely to the efforts of the American physician Lyman Spalding who began campaigning for a national pharmacopeia in 1815. Spalding's efforts finally bore fruit in a national convention that met in 1820 and adopted a pharmacopeia based mainly on the Pharmacopoeia of the Massachusetts Medical Society 1808. The 1820 Pharmacopoeia contained lists of medicinal plants minerals etc.—including several native American species—along with formulas for the preparation of 217 drugs considered to be the "most fully established and best understood" at the time. Discharge papers for Thomas Fulford a private in Company B 64th Regiment Infantry Indiana Volunteers dated Sept. 30 1863 at St. Louis Mo by reason of Surgeon's Certificate of Disability. In left margin handwritten in red ink "Phthisis-hereditary-developed by exposure. He is unfit for the Invalid Corps". Signed at bottom "By Order of Maj. Gen. Schofield" and then signed "J.K. Hudson" with more writing below illegible. Stamped in red ink "paid by Robert Smith St. Louis Oct. 2 1863 Paymaster U.S.A." Also another stamp faint with just the word Ohio at right side above top fold. Verso bears handwritten "Discharge Certificate of Thomas F. Fulford Late of Co. B 64th Regt. Indiana Vols. Infantry". Private Fulford went on to live to the age of 68 fathering 8 children. At his death in 1899 his obituary referred to him as "well known old soldier of Washington Township". Major General John McAllister Schofield 1831 -1906 held major commands during the Civil War and later served as U.S. Secretary of War under Presidents Andrew Johnson and Ulysses S.
