Seymour's argument that the bill constitutes an excessive governmental intrusion into private lives is nonsense: the traffic in liquor causes "murders and robberies and riots" and other social evils; moreover a State has constitutional power to regulate "its own internal traffic" as the U.S. Supreme Court has said. "Friends of temperance! We have a great conflict before us. We have fought long and we have fought well.The rotten license system can not stand." Publication put out by the New York State Anti-Monopoly League giving a report on the votes of the New York State Legislature. The cover is edged in black mourning. On the relevant measures taken up in the legislature the pamphlet lists the "ayes" the "noes" and those who were "absent or dodging." There is also a detailed listing of specific instances where certain members "voted against the public interest." The Mayor was appointed by the Governor. <br /> Montgomerie's Charter left intact the basic structure of City government adding a seventh ward and enhancing the powers of the mayor to include some judicial functions.
