Ce petit conte animalier, publié pour la première fois en 1821, met en scène Jocko, une femelle orang-outang. On suppose que le récit est situé à Ceylan. Charles Pougens (Paris, 1755 - Vauxbuin (Aisne) 1833) était fils naturel du prince de Conti. Il exerça comme libraire-imprimeur à Paris au début du XIX° s., bien qu'il fut aveugle. ‎Einband an einer Stelle beschabt. - Einleitung - Die Parteientheorie hat sich anhand von empirischen Forschungen in Westeuropa und Nordamerika entwickelt, - Auf die Forschungen zum politischen System Sri Lankas wurden an westlichen Systemen entwickelte Begriffe der Parteientheorie übertragen. - Die Vorgeschichte der UNP - Die ceylonesische Protestbewegung hatte einen Vorläufer in der Protestbewegung der in Ceylon ansässigen europäischen Geschäftsleute. Die europäische Protestbewegung schuf Präzedenzfälle politischen Handelns und war richtungsweisend für die ceylonesische Protestbewegung. - Vorläufer: Die europäische Protestbewegung - Auf der Basis grundsätzlicher Zusammenarbeit mit der Kolonialregierung versuchte die europäische Elite, ihre wirtschaftlichen Interessen durchzusetzen. Sie bediente sich dabei hauptsächlich der in der Kolonialverfassung vorgesehenen Organe. - Die einheimische Protestbewegung - Die unter dem Kolonialismus heranwachsende ceylonesische Elite strebte eine stärkere Beteiligung an den politischen und wirtschaftlichen Entscheidungen an. Erster Ansatzpunkt dieses Bestrebens war die Wiederbelebung der einheimischen Kulturen. - Die Gründung des Ceylon National Congress - Mit dem Ceylon National Congress (CNC) entstand eine Organisation, in der sich verschiedene Gruppen der ceylonesischen Elite zusammenschlössen, um besser für eine stärkere Beteiligung an politischen Entscheidungsprozessen in Ceylon eintreten zu können. - Die Entwicklung des Ceylon National Congress zu einer exklusiven - Organisation - Innerhalb von wenigen Jahren entwickelte sich der Kongreß durch persönliche Streitereien und unter dem Einfluß der britischen Kolonialmacht zu einer exklusiven Organisation der Tiefland-Singhalesen und trug damit dazu bei, daß ein ceylonesischer Nationalismus bei breiteren Volksschichten nie konsensfähig wurde. - Die Entwicklung des Ceylon National Congress zu einer Partei - Die Umwandlung des CNC von einer Dachorganisation zu einer Partei sollte die Macht der CNC-Führung gegenüber den Unterorganisationen stärken, förderte tatsächlich aber den Niedergangs des CNC. - D.S. Senanayake verläßt den Kongreß - D.S. Senanayake wurde in den 40er Jahren zum einflußreichsten ceylonesischen Politiker und damit zum wichtigsten Ansprechpartner der Briten bei den Verhandlungen um den Transfer der Macht in Ceylon. Der Kongreß wurde für ihn zu einer hinderlichen Organisation. Quelle seiner Machtstellung war hauptsächlich seine Anerkennung durch die Briten. - Zur Frage der Kontinuität - Die UNP - gegründet 1946 - hat eine Vorgeschichte, die bis in die erste Hälfte des 19. Jahrhunderts zurückreicht. - Die UNP seit der Unabhängigkeit - Die Gründung der UNP - Die UNP wurde gegründet als Koalition verschiedener Teile der nationalen Elite zur Sicherung ihrer bereits unter den Briten erreichten sozialen und ökonomischen Position. - Die UNP war zunächst eine Honoratiorenpartei, wies jedoch in Colombo und Teilen der West- und Südprovinz bereits Ansätze einer modernen Organisation auf. - Die erste Regierungsperiode der UNP - Die UNP griff strukturelle Probleme der ceylonesischen Landwirtschaft nicht auf und nutzte die Sozialpolitik zur Sicherung von Massenloyalität. - Konservative Teile der UNP um John Kotelawala verstärkten ihren Einfluß gegenüber sozial bewußteren Teilen sowie gegenüber den Vertretern der lokalen Elite in Bandaranaikes Sinhala Maha Sabha. - Die UNP entwickelte sich von einer ceylonesischen zu einer singhalesischen Partei. - Die Außenpolitik während der ersten Regierungsperiode der UNP war von innenpolitischen und ideologischen Erwägungen sowie von der Furcht vor Indien bestimmt und an die Politik westlicher Industrieländer - insbesondere der Großbritanniens - angelehnt. - Die Organisation der UNP vor 1956 war gekennzeichnet durch eine Machtkonzentration an der Parteispitze und durch die Kontrolle der Notablen über die regionalen Parteigliederungen. Die Notablen besaßen jedoch aufgrund ihrer unabhängigen wirtschaftlichen Stellung ein politisches Eigengewicht. Die UNP in der Opposition 1956 -1965 - Durch die Parlamentswahlen von 1956 wurde der singhalesisch-linguistische Nationalismus von der Mehrheit der Wähler bestätigt. Es entwickelte sich ein Wettbewerb zwischen SLFP und UNP um das singhalesisch-nationalistische Wählerpotential. - Die Wahlniederlage führte zu einer populistischen Ausrichtung der Parteiideologie und -propaganda. Mit dem Konzept eines "Demokratischen Sozialismus" und einem glaubwürdigen singhalesischen Nationalismus sollte die Grundlage für eine erneute Mehrheitsfähigkeit der Partei gelegt werden. - Wichtigste Entwicklung im Parteiensystem der 50er Jahre war das Entstehen eines Wettbewerbs zweier annähernd gleichgroßer Parteien vor dem Hintergrund der Entwicklung eines sektionalen singhalesischen Nationalismus. Die Wahlen von 1960 machten die strategische Notwendigkeit von Wahlbündnissen vor diesem veränderten Hintergrund deutlich. - In der Opposition konnte sich die UNP als Alternative zur Regierung darstellen und anderen oppositionellen Gruppen so annähern, daß der Wahlkampf von 1965 erstmals in einem Bündnis mit anderen Parteien geführt wurde. - Die Bedeutung personaler Einflußsstrukturen nahm ab, während die Parteiorganisation stärker wurde. Eine Demokratisierung der Partei fand nicht statt. Die Macht blieb zentralisiert. - Die Reorganisation der Partei beinhaltete auch eine programmatische Erneuerung. In dem Programm "Progress through Stability" wurde die Abkehr vom "laissez-faire"-Staat festgeschrieben und die programmatische Grundlage für staatliche Eingriffe in den Wirtschaftsprozeß gelegt. - Die zweite Regierungsperiode der UNP - Das National Government war nicht das Ergebnis einer geplanten Politik zur nationalen Aussöhnung, sondern eine Notwendigkeit aufgrund des Wahlergebnisses.^) - Die UNP setzte auf eine Liberalisierung der Importe und auf wirtschaftliches Wachstum, das aber der Masse der Bevölkerung nicht zugute kam. Trickle-down-Effekte stellten sich während der Regierungszeit des National Government nicht ein; die Kaufkraft der Bevölkerung nahm ab. - Die Regierung versuchte, die Enttäuschung der Fortschrittserwartungen der Bevölkerung durch Zugständnisse an die buddhistische Bevölkerungsmehrheit zu kompensieren. - In der Außenpolitik knüpfte Dudley Senanayake an die politischen Grundsätze der ersten Regierungsperiode der UNP an. Durch eine pro-westliche Außenpolitik sollte das Land in den Genuß westlicher Entwicklungshilfe kommen, ohne die, nach Senanayakes Meinung, keine Entwicklung möglich sei. - Die organisatorische Weiterentwicklung der UNP stagnierte. Die Konzentration auf die Person des Parteiführers Dudley Senanayake verhinderte eine Dezentralisierung des Parteiapparates.
