Report of the Commission on Extraterritoriality in China Peking September 16 1926 being the report of the Government of the Commission appointed in pursuance to Resolution V of the Conference on the Limitation of Armaments together with a brief.
Washington DC: Government Printing Office 1926. Presumed first edition/first printing thus. Wraps. Good. No dust jacket as issued. xiv 156 2 pages. Cover has some wear and soiling. Title continued summary thereof. This report was published in the United States by the Department of State. The Commission was composed of representatives of the United States Belgium the British Empire China France Denmark Italy Japan the Netherlands Norway Portugal Spain and Sweden. It inquired into the present practice of extraterritorial jurisdiction in China and into the laws judicial system and methods of judicial administration in China. The Commission held twenty-one full sessions the last being on September 16 1926 at which time a joint report was agreed to by all of the thirteen commissioners. Dr. Wang Chung-hui was elected as the honorary president of the Commission. Mr. Silas H. Strawn was the American Commissioner. A travelling committee carried out a tour of investigation of the courts prisons and detention-houses in the various provinces and of the working of the Chinese judicial system in general. Verso of title-page with 39 original signatures of guests who attended the reception at the synagogue on Nov. 1 1971. Album contains 14 original 4 1/4" x 6 1/2" glossy b/w photographs inserted on card stock. Each photo protected by tissue guard. One photo shows the exterior the rest is of the interior of the Synagogue and Cultural Center in Tel-Aviv. Photographs with captions in English and Hebrew. "In Eternal Memory: This building was built in Memory of the Jewish Communities in China by Igud Yotzei Sin in Israel. The construction of the building was possible thanks to the Administrator General and Official receiver of the State of Israel who handed over the proceeds received from the sale of the Synagogue in Shanghai and through the generous donations from the former residents of China in Israel and all over the world. The building was set thanks to the great devotion extended by the President of the Building Committee Mr. M. A. Zaigraeff. The inauguration of the skeleton of the building took place on the 20th August 1959. The inauguration of the opening of the building took place on 6th September 1961. Architects & Building plans: Mr. G. Rabinovitch Mr. A. Kahane Aron Kodesh." In 1951 a group of Jewish leaders from several communities of former China residents in Israel founded "Igud Olei Sin" which was later changed to "Igud Yotsei Sin." Small sticker of S. Guizhou: Junqu zhengzhi bu 1951. Military might. and terror First edition first printing of this internally circulated report on operations undertaken in Guizhou province by the People's Liberation Army. After Chiang Kai-Shek evacuated to Taiwan in early 1949 remnants of his forces in the south-west splintered into different bandit units and mounted a credible threat to the survival of Mao's regime. Of the 1000 copies issued none are located in institutions. In January 1949 Chiang ordered Guizhou's nationalist governor Gu Zhenglun to make the province the final bastion of anti-communist resistance on the mainland. Although Mao proclaimed the founding of a united People's Republic of China in October "the continuing civil war in southwest China pitted ethnic groups local power holders farmers and Nationalist troops against the PLA People's Liberation Army. The occupying army's initial strategy of a rapid military advance leniency and massive grain collection efforts was a recipe for resistance" Brown p. 119. In early 1950 communist cadres and troops withdrew from the majority of the province the party's political control in tatters but a combination of carrot allowing local people to keep more of their agricultural surplus and stick terror eventually brought Guizhou into line. A series of maps demonstrates the oscillating fortunes of anti-communist forces during 1950 Mao's forces being pushed back during the summer months but gaining the decisive upper hand later in the year. Other plans show the grand troop manoeuvres that turned the tide in Beijing's favour. Tables at the end list major battles the names of guerilla organizations and their leaders those leaders killed or captured in the field and those who surrendered. While dated 1950 on the title page the volume was not printed until May 1951. Second and third printings followed in June and July. Octavo. Half-tone portrait photographs of Chairman Mao and Commander-in-Chief Zhu De tipped onto decoratively embossed leaves with tissue guards 5 photographic halftones all with tissue guards showing Liu Bocheng He Long Deng Xiaoping Li Da and Zhang Jichun 15 facsimile calligraphic inscriptions 36 colour maps and battle plans 26 double-page 9 colour bar charts tables in text. Text in Chinese. Original brown cloth spine and front cover lettered in gilt illustrated endpapers green and pink silk bookmarker. Ex-military library with accession stamps on the front free endpaper and title page record card holder on the rear pastedown and "confidential" stamp on the title page; contemporary red pencil marginalia. Extremities rubbed and bumped couple of tips consolidated contents toned as consistent with paper from this period maps plans and graphs well preserved: a very good copy.
