‎Édition originale rare. Nommé député aux Etats-Généraux par les électeurs de Saint-Domingue où il avait des propriétés, Gouy se prononça pour des idées progressistes ; il prit une part active aux discussions sur les Colonies et demanda dès 1790 l'abolition de l'esclavage et l'émancipation des Noirs. Mais, dès 1792, effrayé des dangers que l'affranchissement des noirs pouvait faire courir aux colons et à lui-même, il changea d'opinion, combattit les Amis des noirs, établit un projet dans lequel il réclame la subordination des esclaves et la traite comme garanties de la propriété des colons. Sur la couverture imprimée figure la Chronologie du présent ouvrage du premier décembre 1789 au 22 octobre 1790. Il y pose quatre questions, et par ses réponses entend prouver que la colonie a un fort besoin de farine pour sa consommation, qu'elle n'a pratiquement plus de réserve, et que le plus simple et le plus rapide serait d'en importer depuis les ports américains. Il demande donc qu'un nouveau décret stipule que "l'ordonnance rendue le 27 mai dernier, par le sieur marquis du Chilleau, sera provisoirement rétablie". Bon exemplaire. ‎La mise en cause du marquis de Vaudreuil à la suite de la bataille des Saintes. En 1782, le comte de Grasse fut chargé de rejoindre à Saint-Domingue une escadre espagnole afin d’attaquer la Jamaïque, mais, arrivé au large des Saintes, près de la Guadeloupe, il se heurta aux escadres britanniques combinées de Rodney et de Hood. Le 12 avril, cinq de ses vaisseaux furent capturés dont le navire-amiral, la Ville-de-Paris, et de Grasse fut fait prisonnier. Afin de se justifier, il rédigea plusieurs mémoires dans lesquels il rejeta la responsabilité de la défaite sur ses officiers, parmi lesquels Louis-Philippe de Rigaud, marquis de Vaudreuil : embarqué en 1781 sur le Triomphant, ce dernier avait rallié l’escadre de Grasse avant de participer à la bataille des Saintes le 12 avril 1782. « Le vaisseau amiral est […] toujours en ligne de bataille, et les autres la tiennent plus ou moins exactement suivant que par leurs mouvements ils suivent le même ordre sur la même ligne que ce vaisseau en exécutant ses signaux […]. C’est d’après ces principes que l’on doit juger si chaque vaisseau de l’armée du Roy a gardé son poste, si mes matelots moins dégréés que moy ont conservé le leur, si M. de Vaudreuil […] a bien tenu le sien en laissant le vaisseau amiral pour serre-file à l’armée en suivant simplement comme il le dit, avec la plus grande exactitude, mais à une grande distance, les continuelles oloffées [mouvements du navire autour de son axe vertical] que la Ville-de-Paris étoit obligée de faire en se battant des deux bords. M. de Vaudreuil ne faisoit donc de son aveu que oloffées ou arrivées, autant de fois que la Ville-de-Paris, il restoit donc toujours à plus de distance d’elle tandis qu’elle cherchoit à s’approcher de luy en combattant. Etois-ce tout ce que le Triomphant devoit ou pouvoit faire pour le secours efficace et pressant qu’exigeoit le vaisseau amiral ? ... ». La première lettre, en copie, se rapporte au mémoire que de Grasse a fait parvenir au roi, dans lequel il a supprimé une phrase à la fin, et aux observations sur ce mémoire que Vaudreuil avait adressées au conseil de guerre. La seconde lettre, également en copie, contient la réaction de Vaudreuil face aux accusations du comte de Grasse : « Ma qualité de commandant d’une des escadres et de votre successeur au commandement de l’armée a dû exiger un rapport fidèle de ce que j’ai vu. La vérité est au-dessus de tous les intérêts personnels ; elle ne m’a pas permis de rester spectateur impassible pendant qu’un corps respectable de braves militaires a été diffamé par des écrits incroyables qui ont inondé l’Europe… » (p. 4). Vaudreuil fut acquitté par le conseil de guerre tenu à Lorient le 21 mai 1784 ; le jugement annula les lettres, mémoires et écrits attentatoires à son honneur et à sa réputation, allusion aux mémoires publiés par le comte de Grasse. Smith refuting Smith's claims that Greene is a 'scoundrel and coward' as well as a 'liar.' Greene then calls into question the character of Smith as well as his political career while at the same time correcting misinformation about his Greene's own life. This exchange appears to be the result of financial problems of H.W. Greene and his time as editor of the Eastern Argus involving loans or potential loans from Smith to Greene. Greene alleges Smith did not like Greene due to his refusal of publishing a puff piece on Smith. With many asides casting aspersions on the financial and political career of Smith. Francis Ormond Jonathan Smith was a New Hampshire born Maine politician and lawyer perhaps best known for his role in assisting Samuel B. Morse in developing and introducing the electric telegraph. Smith provided financial backing as well as counsel to Morse and financed the establishment of several early telegraph lines although financial disputes with Morse and other financial problems led to Smith's failure in those endeavors Wikipedia.
