Report of the survey represents the culmination of two years of concerted efforts on the part of hundreds of organizations and individuals. The survey to the best of our knowledge is the first of its kind ever undertaken by a large metropolitan area and provides a comprehensive and detailed inventory of needs and resources. Its findings and recommendations are based on an analysis of the data by a broadly representative group of professional and lay leaders. It constitutes a master plan for the development and coordination of an efficient and effective network of community services to the mentally retarded in our County. The Survey was envisioned as the first essential step in the creation of a continuing mechanism for coordination in the planning and developing comunity services to the mentally retarded. As is noted in the introduction to the report the ultimate objective of the Joint Agencies Project is to establish under the Joint Powers Act of California--a Mental Retardation Services Board--a mechanism unique in the field of mental retardation. Even as this publication goes to press there is marked evidence that this objective is being successfully realized. A project of this nature scope and uniqueness--which has elicited national as well as international attention--inevitable is the product of efforts of so many organizations and individuals that they can only be mentioned in the text of the report and enumerated in its appendix. Some special acknowledgements however are in order. The Welfare Planning Council's Mental Health Development Commission itself funded by a grant from the National insititute of Mental Health initiated the project and provided it with general supervision. The State Department of Mental Hygiene made available National Mental Health Act funds to conduct the project and the Department's staff provided invaluable consel during the course of the project. The State Study Commmission provided cooperation at the State level and direct contact with the legislature. The Mental Retardation Committee under the able chairmanship of Dr. Leo Cain carried the responsibility for the design and implementation of the Survey; this Committee also is continuing to render valuable assistance to the Board of the Welfare Planning Council in establishing the Mental Retardation Services Board. Finally special tribute should by paid to the outstanding leadership and direction from the project staff and particularly its Director Dr. Ivy Mooring. James e. Preface: The findings in the Mental Retardation Survey are based on the information from the 334 public and private agencies which serve the retardedd population of Los Angeles County. Bernhard, Ekkehard der Aeltere und Franz von Gaisberg, bis Prudentius, Radegg magister Rudolf, Rhabanus Maurus, Venantius Fortunatus und Wipo. - "Mit der vorliegenden kleinen Sammlung älterer lateinischer Kirchenlieder, wird den Freunden der christlichen Litteratur und ihrer Geschichte, der Liturgie, der Poesie und selbst der Philologie eine , wie ich hoffe, nicht ganz unwillkommene Gabe geboten. [..] In Anordnung des Stoffes folgte ich ganz dem [..] Werke [Franz Joseph] Mone's, der seinerseits die Reihenfolge der uralten Anordnung in der kirchlichen Litanei aller Heiligen zum Leitfaden nahm. Somit beginnt auch diese Liederreihe mit Hymnen auf Gott und die göttlichen Personen, dann auf die heiligen Engel, auf Maria, die Königin der Engel, sodann auf die Apostel, Patriarchen u.s.w., und endlich auf die andern einzelnen Heiligen, diese Letzteren in alphabetischer Ordnung. [..] Der Umstand, dass die Fundorte dieser Lieder sich dem grössten Theile nach auf den engen Kreis der östlichen und innern Schweiz beschränken, spricht zum Vorteil der Sammlung, die eben dadurch ein bestimmteres Gepräge und literargeschichtliche Bedeutung gewinnt [..]. [..] In Betreff der benützten Handschriftensammlungen wird man finden, dass nebst Einsiedeln auch St. Gallen (Stiftsbibliothek) Rheinau und Engelberg am meisten Stoff lieferten [..]. Rheinau's gerade für Liturgie äusserst wichtige Handschriften, sind jetzt der Kantonsbibliothek von Zürich zugefallen und lieferten [..] noch auffallend reichliche Ernte. Engelbergs Handschriften sind nicht sowohl durch hohes Alter, als durch ein eigenthümlich poetisches Gepräge merkwürdig, lieferten aber in den meisten Fällen verdorbene und schwer herzustellende Texte. Einsiedeln bot den Vortheil, dass dessen Handschriften für Hymnologie noch wenig benutzt waren [..]. [..] Man wird Angabe der Namen der Verfasser und Dichter vermissen. Wer aber je in diesem Gebiete geforscht hat, weiss, wie so höchst selten bei mittelalterlichen Hymnen die Namen angegeben sind [..]. [..] Am meisten aber vermisst man vielleicht bei dieser Sammlung genaue Ausscheidung dessen, was zu öffentlichem Gottesdienste bestimmt, eigentlich liturgische Bedeutung hat und dessen, was mehr der Privatandacht diente. (Vorwort pp. III-VI, passim). - Praktisch ohne Angaben oder Hinweise auf Vertonung und/oder Harmonisierung dieser vorwiegend aus dem Hohen und späten bis ausgehenden Mittelalter stammenden Texte. Man kann wohl annehmen, dass die Hymnen nach Grundsätzen des Gregorianischen Chorals gesungen oder ev. psalmodiert wurden. In den auf den Text folgenden Anmerkungen kann gelegentlich eine Bemerkung fallen wie z.B. "Melodiam ejus Longus Pater Johannes (St. Galli) edidit" oder "mit Melodie des 14. Jahrh." (p. 120, zu Text Nr. 187 'Alia pulchra devota sequentia, de s. Maria. v.', bzw. p. 179, Nr. 295 'De uno Confessore'). -- P. Gallus (bürgerl.: Benedikt) Morel (St. Fiden Kt. St. Gallen 1803-1872 Einsiedeln), von Wil, Benediktiner des Stifts Maria Einsiedeln. Profess 1820. Priester 1826. Den 16. Oktober 1835 wurde er Bibliothekar, welches Amt er bis zu seinem Tode bekleidete. [..] Vom 26. Oktober 1839 bis zum 3. Dezember 1846 war er auch Archivar. 1843 wurde er Erziehungsrat des Kantons Schwyz, was er bis 1852 blieb. [..] P. Gall Morel, wohl der universalste Geist, den das Stift besessen, war Mitglied einer ganzen Reihe gelehrter Gesellschaften [etc.]."
