Washington City: Samuel Harrison Smith 1801. First edition of the first American book on parliamentary procedure. Small octavo bound in full contemporary sheep with red morocco spine label lettered in gilt gilt tooling to the spine. In very good condition. Early ownership signature. Housed in a custom half morocco clamshell box. An exceptional example. As Vice President of the United States Jefferson served as the Senate's presiding officer from 1797 to 1801. Throughout these four years Jefferson worked on various texts and in early 1800 started to assemble them into a single manuscript for the Senate's use. In December 1800 he delivered his manuscript to printer Samuel Harrison Smith who delivered the final product to Jefferson on 27 February 1801. The Manual is arranged in fifty-three categories from 1 The Importance of Adhering to Rules to 53 Impeachment. Each section includes the appropriate rules and practices of the British Parliament along with the applicable texts from the U.S. Constitution and the thirty-two Senate rules that existed in 1801. In recent years Jefferson's Manual has been cited to support the idea that state legislatures can initiate congressional impeachment proceedings. While precedent for an impeachment so initiated does exist it still requires a direct proposition to impeach be made by a Member of the House who may incorporate the communication of the legislature in his or her remarks or any impeachment resolution submitted to the House. In very good condition with some of the usual foxing endemic to this title. Rare and desirable in contemporary calf. Volume one was written by Jefferson at age 77 and includes a journal kept by him while Secretary of State during Washingtons administration. Second Congress of the United States: At the First Session begun and held at the City of Philadelphia in the State of Pennsylvania on Monday the twenty-fourth of October one thousand seven hundred and ninety-one. An Act to extend the Time limited for settling the Accounts of the United States with the Individual States.
Philadelphia: Childs & Swaine 1792. Scarce printing of an early United States law providing for the funding of the national debt signed by Thomas Jefferson as Secretary of State. Folio one page. The document which also carries the printed signatures of President George Washington Vice President John Adams and House Speaker Jonathan Trumbull was approved January 23 1792. Individual acts and bills of the first Congresses were routinely printed for public consumption. A provision was made however to print a few copies of each act for dissemination to the states and to have each copy signed by Secretary of State Thomas Jefferson. One of the main priorities of the federal government in the early national period was to pay down the debt of the United States. The national debt was incurred during the Revolution and augmented in 1790 when the Congress passed the Assumption Act in accordance with a plan devised by Alexander Hamilton. Because contacting the numerous and geographically dispersed holders of the debt proved more difficult than expected it became necessary to extend the time allowed by law for making the relevant financial arrangements. The present act accomplished this and made a special extension of five months for Vermont which gave the new state time to calculate the amount of debt. Despite Jefferson's vehement opposition to Hamilton's plan when it was formulated his position as Secretary of State necessitated his signature on the presentation copies of the acts that effected it. In fine condition. Housed in a custom half morocco folding case. Scarce with only one other example signed by Jefferson located. Jefferson wrote this legal brief regarding a dispute with Edward Livingston over a tract of land on the Mississippi known as the Batture which Jefferson had claimed for the federal government while President. Livingston had sued Jefferson for $100000 but the case was dismissed. Concerned that the public considered the court's dismissal to be based on a technicality. Sabin 35912. Thomas Jefferson and James Madison Signed Ship’s Passport.
September 10 1802. Rare four-language ship's passport signed by Thomas Jefferson as President and James Madison as Secretary of State. One page partially printed and accomplished in manuscript dated September 10 1802. The passport contains four columns one in English and three translations in French Spanish and Dutch and gives leave and permission to "John H. Milliken master or commander of the Ship called the Hero. lying at present in the port of New York bound for Bilboa and laden with Cocoa & Sugar." Neatly signed at the center in ink by President Thomas Jefferson and countersigned below by Secretary of State James Madison. The original white paper seals remain affixed to the left side. Matted and framed with black and white portraits of Jefferson and Madison. The passport measures 20.75 inches by 16.75 inches. The entire piece measures 29.5 inches by 39 inches. A very rare large format document boasting a highly desirable combination of presidential autographs. During his presidency 1801–1809 Jefferson sought to reduce the power of the federal government and promote an agrarian vision of American democracy rooted in Enlightenment ideals. His administration was marked by significant developments most notably the Louisiana Purchase in 1803 which doubled the size of the United States and demonstrated a pragmatic use of executive power that contrasted with his earlier strict constructionist views. Jefferson’s foreign policy particularly in relation to Britain and France during the Napoleonic Wars reflected his desire to avoid entangling alliances though measures like the Embargo Act of 1807 ultimately proved economically damaging and politically unpopular. As Secretary of State James Madison played a central role in executing Jefferson’s diplomatic agenda. Madison worked to navigate the complex international tensions of the time particularly issues surrounding American neutrality impressment of sailors and trade restrictions. His tenure at the State Department laid the groundwork for his own presidency as he gained crucial experience in foreign policy and governance during a transformative period in early American history. unknown
