The Diesel Technology 1982 Hearing held May 6 1982 was a congressional inquiry by the U.S. House Subcommittee on Investigations and Oversight. It investigated the viability emissions regulations and health impacts of light-duty diesel vehicles during the height of the 1970s energy crisis. The Energy Crisis: Due to spikes in gasoline prices the government heavily promoted diesel technology because it offered 25% to 30% better fuel economy. Projections suggested up to 25% of cars could be diesel by 1990. The rapid adoption of diesel cars triggered concerns about high levels of particulate matter and adverse human health effects e.g. potential carcinogenicity. The hearing evaluated the Environmental Protection Agency's EPA upcoming light-duty diesel particulate regulations for the 1982 and later model years and whether the auto industry could meet them without hurting consumer adoption. Lawmakers reviewed scientific data including preliminary assessments from the National Research Council's Diesel Impacts Study Committee to quantify the toxicity of diesel exhaust. The committee heard testimony from engineers and industry representatives on hardware solutions-like particulate traps-to lower emissions. While diesels were initially viewed as a crucial part of U.S. energy independence strict EPA emissions limits and the eventual drop in gasoline prices during the 1980s quickly stalled the passenger diesel market. The choice of materials that are used to make the fuselage wings tail and engine will affect the strength and stability of the plane. Many airplane materials are now made out of composites materials that are stronger than most metals and are lightweight. 4. Stability and Control. is the study of how to control the speed direction altitude and other conditions that affect how a plane flies. The engineers design the controls that are needed in order to fly and instruments are provided for the pilot in the cockpit of the plane. Under the new policy DoD will assume the lead responsibility for modernization of the current expendable launch vehicle fleet. NASA will assume the lead responsibility for research and development of next generation reusable systems. NASA will focus their investments on technologies to support a decision no later than December 1996 on whether to proceed with a flight demonstration program. This program would in turn provide the basis for deciding by the end of the decade whether to proceed with a new launch system to replace the aging Shuttle fleet. 2 Establishes policy on federal agencies' use of foreign launch systems and components.
