La gestione della salute è stata sino a ora ospedale-centrica, tale erogazione dei servizi non è più sostenibile ed è necessaria una visione territorio-centrica. in tale ambito la telemedicina, consentendo un controllo e monitoraggio a distanza, aumenta la qualità dell'assistenza, riduce il disagio che comporta la degenza ospedaliera e, non ultimo, permette una riduzione della spesa sanitaria. Questo rende possibile un miglioramento della qualità delle cure e della qualità di vita dei pazienti inoltre, dal punto di vista gestionale, si riducono i carichi di lavoro delle strutture e i costi. I Paesi della UE, valutate le proprie esigenze e priorità, hanno avviato da diversi anni interessanti iniziative di telemedicina e il quadro che si prospetta è in continua evoluzione e viene sostenuto da interventi normativi e investimenti di carattere economico.
