From Wikipedia: "Gulf War syndrome GWS also known as Gulf War illness GWI is a chronic multisymptom disorder affecting returning military veterans and civilian workers of the Persian Gulf War. A wide range of acute and chronic symptoms have been linked to it including fatigue muscle pain cognitive problems rashes and diarrhea. Approximately 250 000 of the 697 000 veterans who served in the 1991 Gulf War are afflicted with enduring chronic multi-symptom illness a condition with serious consequences. From 1995 to 2005 the health of combat veterans worsened in comparison with nondeployed veterans with the onset of more new chronic diseases functional impairment repeated clinic visits and hospitalizations chronic fatigue syndrome-like illness posttraumatic stress disorder and greater persistence of adverse health incidents. According to a report by the Iraq and Afghanistan Veterans of America it showed that veterans of Iraq and Afghanistan may also suffer from the syndrome. Suggested causes have included depleted uranium sarin gas smoke from burning oil wells vaccinations combat stress and psychological factors though only pyridostigmine an antitoxin for nerve agents and organophosphate pesticides have been conclusively linked.According to an April 2010 U.S. Department of Veterans Affairs VA sponsored study conducted by the Institute of Medicine IOM part of the U.S. National Academy of Sciences 250 000 of the 696 842 U.S. servicemen and women in the 1991 Gulf War continue to suffer from chronic multi-symptom illness popularly known as "Gulf War Illness" or "Gulf War Syndrome." The IOM found that the chronic multi-symptom illness continues to affect these veterans nearly 20 years after the war and "the excess of unexplained medical symptoms reported by deployed 1991 Gulf war veterans cannot be reliably ascribed to any known psychiatric disorder." According to the IOM "It is clear that a significant portion of the soldiers deployed to the Gulf War have experienced troubling constellations of symptoms that are difficult to categorize " said committee chair Stephen L. Hauser professor and chair department of neurology University of California San Francisco UCSF. "Unfortunately symptoms that cannot be easily quantified are sometimes incorrectly dismissed as insignificant and receive inadequate attention and funding by the medical and scientific establishment. Veterans who continue to suffer from these symptoms deserve the very best that modern science and medicine can offer to speed the development of effective treatments cures and we hope prevention. Our report suggests a path forward to accomplish this goal and we believe that through a concerted national effort and rigorous scientific input answers can be found." Questions still exist regarding why certain veterans showed and still show medically-unexplained symptoms while others did not why symptoms are diverse in some and specific in others and why combat exposure is not consistently linked to having or not having symptoms. The lack of data on veterans' pre-deployment and immediate post-deployment health status and lack of measurement and monitoring of the various substances to which veterans may have been exposed make it difficult and in many cases impossible to reconstruct what happened to service members during their deployments nearly 20 years after the fact the committee noted. An exposure draft was typically used to broadly solicit comments from multiple agencies and stakeholders. Otherwise audit and review drafts were typically shared with the studied agency for factual accuracy and to obtain a management response. In 1997 the GAO developed guidance based primarily on the Clinger-Cohen Act that provides a method for evaluating and assessing how well a federal agency is selecting and managing its IT resources and identifies specific areas where improvements can be made. The Information Technology Investment Management framework identifies critical processes for successful IT investment and organizing these processes into a framework of increasingly mature stages. This shift reflects both the maturation of the thinking in the area of IT investment management and the feedback we received from organizations based upon their experiences creating their IT investment mechanisms and processes. Such a maturity framework can be used to analyze an organization's IT investment management process and determine the maturity of its investment process. In doing so ITIM establishes three key benefits: 1 a rigorous standardized tool for internal and external evaluations of an agency's IT investment management process; 2 a consistent and understandable mechanism for reporting the results of these assessments to agency executives the Congress and other interested parties; and 3 a road map agencies can use for improving their IT investment management process. It targeted Microsoft Word and Outlook-based systems and created considerable network traffic. Around March 26 1999 the Melissa virus was put into the wild by David L. Smith of Aberdeen Township New Jersey. The virus itself was credited to Kwyjibo who was shown to be the macrovirus writers VicodinES and ALT-F11 by comparing Microsoft Word documents with the same globally unique identifier - this method was also used to trace the virus back to Smith. On December 10 1999 Smith pleaded guilty to releasing the virus and was sentenced to 10 years in prison serving 20 months. He was also fined US $5000. The arrest was the result of a collaborative effort involving amongst others the FBI the New Jersey State Police Monmouth Internet and a Swedish computer scientist. David L. The GAO was established as the General Accounting Office by the Budget and Accounting Act of 1921. The act required the head of the GAO to "investigate at the seat of government or elsewhere all matters relating to the receipt disbursement and application of public funds and shall make to the President . and to Congress . reports and recommendations looking to greater economy or efficiency in public expenditures". According to the GAO's current mission statement the agency exists to support the Congress in meeting its responsibilities and to help improve the performance and ensure the accountability of the federal government for the benefit of the American people. The name was changed in 2004 to Government Accountability Office by the GAO Human Capital Reform Act. Mr. Keith A. Rhodes serves as the Chief Technology Officer of Services and Solutions Sector of QinetiQ North America Inc. He is a technologist with over 25 years' experience both inside and outside of government Before joining QinetiQ North America he served as the US Government Accountability Office's GAO first chief technologist reporting directly to the US Comptroller General. At GAO he was instrumental in shaping national policy on IT security. He had earlier enjoyed a long career with the National Laboratories where his last assignment was as supervisory scientist Lawrence Livermore National Laboratory. At Livermore he managed and led a project for the design development and testing of the space- and ground-based secure communications segment of a Department of Defense strategic defense system. Throughout his career he has garnered numerous awards and citations including a Distinguished Service Award and the 1st Arthur Flemming Medal for Applied Science.
