THE OPEN MIND 1955 First Printing SIGNED AND INSCRIBED BY AUTHOR on front end page - "for Ruth with my love Robert Christmas 1955". Laid in a single page folded 6 1/2" x 5 1/2" "The Institute for Advanced Study Office of the Director Princeton New Jersey" letterhead undated and unsigned which reads - " Ruth Dear Most of these you have seen at one time or another but perhaps you would like to have them neat & tidy. The S F talk is still on its way & I don't yet have it. There is a long letter in me crying to be written to you - it should reach you before this." Both books are Fine in Near Fine dust jackets light rubbing and small chips at bottom edge of spine folds. Ruth Sherman Tolman was the wife of Richard C. Tolman and she was Robert Oppenheimer's best friend and confidant. A brilliant psychologist in her own right she helped lead the effort to make psychology a science held a key post with the OSS the forerunner of the CIA and established some of the first treatments for battle fatigue which we know today as PTSD. Robert Oppenheimer the "Father of the Atomic Bomb" head of the Manhattan Project and the founder of modern theoretical physics in America became a friend of the Tolman's while in his 20s staying at their guest house during his time spent going between Caltech and UC Berkeley. Robert and Ruth were rumored to have had a long-running affair which was disavowed by those who knew them but recent books have renewed that debate. It is known that Ruth destroyed many of his letters although some have come to light. While this note doesn't settle that debate it does along with the inscription indicate the intimacy that they shared. Books SIGNED AND INSCRIBED by Oppenheimer are uncommon and with the note to Ruth the presentation inscriptions and unique association this collection of material is RARE. . In early 1994 an group of experts was formed to examine review and to provide an account of technical options--currently available or under development--for management separated plutonium. The study shows the extent to which several relevant technologies are already in use on an industrial scale. Successful implementation of mixed uranium-plutonium oxide MOX recycling programs which were underway in a number of countries would result in an equilibrium between plutonium production and consumption in OECD countries and would eventually reduce civil plutonium stocks. Surplus quantities would need to continue to be safely stored. Necessary technologies were commercially available proven safe and could be safeguarded. The Management of Separated Plutonium -- The Technical Options concludes that the management of separated plutonium presents no major technical difficulties and is largely a matter of carefully applying existing technology in conjunction with efforts to minimize existing plutonium stocks. Plutonium is generated by the burning of uranium fuel in nuclear reactors and is as a result a constituent of the spent fuel they produce. The policies of both governments and utilities concerning plutonium vary. Some pursue separation of the plutonium from spent fuel while others do not. Although the use of plutonium as reactor fuel is increasing stocks of separated plutonium in the civil fuel cycle are also currently growing. In addition there are quantities of ex-military plutonium becoming available. Therefore the technologies employed to handle use and dispose of plutonium are of considerable interest. There are concerns being expressed about the existence and use of the growing stocks of plutonium. There is strong public and government interest in ensuring that plutonium from any source is managed safely with minimal risk to mankind and the environment. This study is in two parts. Volume I covers the international aspects of regulation of trade in nuclear materials and equipment and of technology transfers. It analyses international rules and directives on nuclear trade in particular on non-proliferation supply and physical protection of nuclear materials and on safety and radiation protection. Some of the most significant texts are reproduced. In addition the role and statutory functions of the different appropriate international organizations are described and bilateral agreements concluded in this field are reviewed. Volume II analyses the legislation in various OECD Member countries on trade in nuclear materials and equipment and on technology transfers. It describes the regulations concerning non-proliferation physical protection of nuclear materials and radiation protection and covers general regulations on foreign trade as well as agreements concluded in that field. Before U.S. companies can obtain an export license for nuclear equipment or materials the United States must conclude a bilateral agreement for civil nuclear trade or Section 123 agreement. The purpose of these agreements is to prevent diversion of U.S. commercial nuclear materials components and technology from their intended peaceful use. The United States has Section 123 agreements in place with 22 countries Euratom which includes 27 member countries the International Atomic Energy Agency and Taiwan. Many of these agreements are scheduled to expire by 2015. These expiring agreements include major nuclear trading partners like China. Timely renewal of these agreements is critical to continuation of nuclear trade between U.S. firms and firms in these nations. Many nations that are developing new nuclear programs do not have a Section 123 agreement with the United States which closes the market to American businesses. Meanwhile foreign suppliers are actively pursuing nuclear project development in these countries. For example Saudi Arabia Jordan and Malaysia-all with interest in expanding nuclear energy-do not have 123 agreements with the United States and consequently these markets are not open to U.S. exporters. The U.S. is a member of various multilateral nonproliferation regimes including: Nuclear Suppliers Group NSG - With 39 member states the NSG is a widely accepted mature and effective export-control arrangement which contributes to the nonproliferation of nuclear weapons through implementation of guidelines for control of nuclear and nuclear-related exports. Zangger Committee - The purpose of the 35-nation Nuclear Non-proliferation Treaty NPT Exporters Zangger Committee is to harmonize implementation of the NPT requirements to apply International Atomic Energy Agency IAEA safeguards to nuclear exports. The Committee maintains and updates a list of equipment and materials that may only be exported if safeguards are applied to the recipient facility called the "Trigger List" because such exports trigger the requirement for safeguards. Missile Technology Control Regime MTCR - The 34 MTCR partners have committed to apply a common export policy MTCR Guidelines to a common list of controlled items including all key equipment and technology needed for missile development production and operation. MTCR Guidelines restrict transfers of missiles - and technology related to missiles - for the delivery of WMD. The regime places particular focus on missiles capable of delivering a payload of at least 500 kg with a range of at least 300 km -- so-called "Category I" or "MTCR-class" missiles. Australia Group AG - Objective is to ensure that the industries of the thirty-eight participating countries do not assist either purposefully or inadvertently states or terrorists seeking to acquire a chemical and/or biological weapons CBW capability. Wassenaar Arrangement WA - The regime with the most extensive set of control lists; it seeks to prevent destabilizing accumulations of arms and dual-use equipment and technologies that may contribute to the development or enhancement of military capabilities that would undermine regional security and stability and to develop mechanisms for information sharing among the 34 partners as a way to harmonize export control practices and policies. From the Executive Summary: Congress established this Panel in 1999 to examine whether the United States can expect to sustain confidence in its nuclear deterrent while complying with the Comprehensive Test Ban Treaty. This year we reviewed the national capability to perform the high priority day-to-day work of stockpile stewardship - surveillance assessments refurbishment annual certification and production. We find a disturbing gap between the nation's declaratory policy that maintenance of a safe and reliable nuclear stockpile is a supreme national interest and the actions taken to support this policy. We the Panel are particularly concerned about the Department of Energy's nuclear weapons production complex. cont. Internal and independent reviews including ours find that after more than a decade of under-investment in the weapons complex it is at unacceptably high risk to perform currently agreed upon weapon refurbishments and it remains unready to fix nuclear component problems that may arise in years ahead. Throughout the broader complex the trends point downward because of the aging of facilities and the workforce. Morale is low especially in the laboratories. Parts of the weapon complex infrastructure are defective; the production capabilities that remain are fragile. The Panel sees a growing need for a coherent vision comprehensive plan and programmatic commitment to reverse this situation. The panel issued recommendations on the production complex; design production and certification; surveillance; assessment tools and methods; annual certification process; DoD's roles; and test readiness.
