‎* Diese Arbeit zeigt Hermann Lübbes Beobachtungen und philosophische Bewertung der geänderten Einstellung der Bevölkerung zu ihren industriegesellschaftlichen Lebensgrundlagen auf; die Ursachen des Wandels reichen weit über die uns bedrängenden ökologischen und ökonomischen Probleme hinaus und begannen bereits mit den Anfängen der menschlichen Kultur, als der Mensch Techniken zur Bewältigung der Probleme, denen er sich stellen musste, entwickelte. Für Lübbe ist Technik im weitesten Sinne der Bezugspunkt seiner Philosophie. Hier wird aufgezeigt, dass die geänderten Zeitverhältnisse - Gegenwartsschrumpfung, Zukunftsexpansion und Zukunftsgewissheits-schwund - hervorgerufen durch Netzverdichtung und ihre Dynamik zu Orientierungsproblemen durch Traditionsverlust führen. Der überall zu konstatierende individuelle Wertewandel wird auf die Lebensweltferne der Wissenschaft und das Expertendilemma zurückge-führt, die den Menschen durch Konfusion und damit verbundener Überforderung in eine Black-box-Zivilisation stellen. Lübbe mahnt die gesellschaftliche Verantwortung des Ingenieurs an, weist aber gleichzeitig auf die Grenzen der zu erwartenden Verantwortung hin. Es wird auf die Risikoakzeptanz und das damit verbundene Sicherheitsbedürfnis des modernen Menschen eingegangen, der trotz modernster Technikentwicklung vergangenheitsbezogen sein sollte, ohne in Neoromantik zu verfallen. In die Überlegungen sind die Religionen einbezogen, die auch im Wertewandel säkularisierungsresistent sind. Aus dem vorstehend Gesagtem ergibt sich das Selbstverständnis des Menschen in der wissenschaftlich-technischen Zivilisation, wobei der Einfluss der Familie auf die Persönlichkeitsbildung im Wertewandel besonders betont wird. Da auch die Moral dem Wertewandel unterworfen ist, werden die Bereiche Freiheit, Religion, Recht, Normen, Technokratie und Totalitaris-mus in Bezug auf bestehende und veränderte Moraleinstellungen untersucht. Wenn auch einige der Überlegungen Anlass zu Pessimismus geben, werden sich nach Lübbes Urteil Wohlfahrt und Freiheit unverändert und mit bezwingender Evidenz als Lebensvorzüge der modernen Industriegesell-schaft zur Geltung bringen. Die Aufbruchstimmung, die bei den Völkern herrscht, welche die in den USA, Japan und Westeuropa erreichten Vorzüge der Industrialisierung erreichen möchten, demonstriert das eindrucksvoll. Im Schlussteil der Arbeit wird eine kurze Gesamtwürdigung der philoso-phischen Überlegungen Hermann Lübbes zu Technik und Moral versucht. ---- Hermann Lübbe (* 31. Dezember 1926 in Aurich) ist ein deutscher Philosoph. Er war ordentlicher Professor für Philosophie und Politische Theorie an der Universität Zürich und Präsident der Allgemeinen Gesellschaft für Philosophie. Durch seine Beiträge zu aktuellen politischen Debatten wurde er über die Fachkreise hinaus bekannt. Lübbe zählt zur Ritter-Schule. Lübbes Werk zeichnet sich aus durch eine große thematische und methodologische Spannweite, das durchgängige Bemühen um Aktualitäts- und Praxisbezug, die zeitgeschichtliche Konkretion philosophischer Überlegungen sowie durch einen oft polemisch-engagierten, sprachstilistisch versierten Duktus. Frühe Arbeiten beschäftigen sich mit begriffs- und ideengeschichtlichen Themen (Politische Philosophie in Deutschland, 1963; Säkularisierung, 1965) und Autoren wie Ernst Mach, Ludwig Wittgenstein, Edmund Husserl oder Wilhelm Schapp (Bewusstsein in Geschichten, 1972). In einer Vielzahl von Schriften widmet sich Lübbe vor allem Fragen der politischen Philosophie und vertritt dort einen dezidiert liberalen Standpunkt in der Tradition der Aufklärung. Totalitäre Theorien wie insbesondere seiner Ansicht nach der Marxismus, aber auch technokratische Ansätze in der Nachfolge beispielsweise Helmut Schelskys unterzieht er von diesem Standpunkt aus einer vehementen Kritik. Gegenüber dem gesinnungsethischen Rigorismus totalitärer ?Großideologien? betont Lübbe dabei die Bedeutung des common sense und der konventionellen Moral für die Ausbildung politischer Urteilskraft. Einer technokratischen Auffassung politischer Praxis, die Politik auf ein von Sachzwängen diktiertes Planungshandeln reduziert, stellt er den Dezisionismus entgegen: für ihn ist es die subjektive Entscheidung, deren Entstehung letztlich kontingent ist und die weder auf rationalem noch diskursivem Wege als ?wahr? oder ?falsch? erwiesen werden kann, die die Grundlage des politischen Prozesses darstellt; in Demokratien realisiert sie sich über Mehrheitsbeschlüsse, wobei in diesem Zusammenhang auch Lübbes Rückgriff auf das Konzept einer Zivilreligion (Jean-Jacques Rousseau) bedeutsam wird. Ein weiterer Schwerpunkt liegt auf der Auseinandersetzung mit Geschichtsbegriff und Geschichtsinteresse (1977). Angelehnt an Karl R. Poppers Historizismusbegriff übt Lübbe Kritik an totalitären geschichtsphilosophischen Modellen und versucht eine wissenschaftstheoretische Rehabilitierung des Historismus: Da Geschichten stets ein komplexes Konglomerat aus intendierten Handlungen und unintendierten Widerfahrnissen und Nebenfolgen darstellen, lässt sich ihr Verlauf weder auf allgemeine Gesetze reduzieren noch auf deren Basis gar prognostizieren, sondern angesichts unüberblickbar vieler kontingenter Elemente und dysfunktionaler Resultate nur rückblickend erzählen. Das Interesse an Geschichten wiederum beruht in erster Linie auf ihrer identitätsstiftenden Funktion als ?Prozesse der Systemindividualisierung?. Die Entwicklung der modernen, wissenschaftlich-technischen Zivilisation ist Lübbe zufolge durch eine sich immer mehr beschleunigende Veränderungsdynamik gekennzeichnet, in deren Zuge vertraute Lebensverhältnisse und traditionale Orientierungen in immer größerem Umfang ausfallen. Daher gehört zu ihr als Ausgleich die Ausbildung eines ?historischen Sinns?, dessen Erscheinungsformen Lübbe insbesondere in den Geisteswissenschaften, aber auch in Phänomenen wie der Musealisierung und dem Denkmalschutz ortet. Die letztlich aufklärungsresistente Funktion der Religion wiederum deutet er als ?Kontingenzbewältigung?. Lübbes Interventionen in aktuelle politische Debatten der Bundesrepublik Deutschland haben immer wieder zu Kontroversen geführt, insbesondere seine polemische Auseinandersetzung mit der Studentenbewegung und der außerparlamentarischen Opposition in den 1960er und 1970er Jahren. One of three editions from the same year, no priority has been established. The French crown faced bankruptcy when the Controller-General, Calonne, presented a financial scheme to end the crisis. The keystone in his program was a tax to be levied on all property owners without discrimination of estate. Calonne also proposed liberating commerce in grains from all internal tariffs. When Calonne was unable to pass this in the Assembly of Notables, he was replaced by Loménie de Brienne. 'Linguet lent the support of his publicity to the Calonne property tax and published this work just after the Notables had turned down Calonne's master plan. (.....) Linguet had printed, in the 116th number of his Annales, a proposal for fiscal reform which he had first publicized in his Annales in 1778 and 1779, an exepient for terminating once and for all the chronic state of financial crisis that had precipitated Louis's capitulation to the aristocrats. The king ignored Linguet's lesson in political and economic pragmatism. Financiers and capitalists were up in arms against it, as was the Paris parlement. This body condamned the 116th number of the Annales to be lacerated and burned at the foot of the grand staircase in the courtyard of the Palais de Justice. Linguet, in rage, published his La France plus qu'angloise in October 1788 and included in it a thinly veiled warning to the king that his next blunder, a fatal one, would be to retreat headlong into the arms of aristocratic reactionairies more English in their pretensions to exercising legislative supremacy than Commons or Lords. This move would signal disaster for the monarchy, as it would alienate the Third Estate from the throne as well as from the aristocratic party, driving it into isolation, and from there into independence and the revolution. At the same time, Linguet was educating the Third Estate in this work: how to recognize their rights and act in their own best interest (For an extensive analysis of this work see: D.
