The abbé Pierre Jaubert's opinions were more varied than those of Danguel and Plombaine, but similar in character. He accepted the opinion of Montesquieu, Forbonnais, and the agrarian writers that population tended to grow when men were assured the fruits of their labor and some comfort; and that failure to cultivate all available land, coupled with the great and inequitable tax burden was depressing agricultural production and retarding population growth. Therefore he advocated stimulation of the agricultural arts: protection of agriculturalists against their creditors; a redistribution of the tax burden; the use of idle urban workeers to perform the corvées; and restrictions upon the crop-destroying wild game which were raised and protected for the benefit of the nobility. He furthermore proposed that monasteries and nunneries be stripped of tax exemption and other privileges, he was critical, as were many writers, of the French hospital and penal system, he advocated an improved urban water supply, enlargement and frequent cleaning of the streets, daily filth removal, and the location of certain establishments (cemetries, tanneries, etc.) outside cities. Spengler considers his suggestions for the curtailment of celebacy and the counterbalancing of its effects, as most important. With his emphasis on agricultural arts he was in line with the Physiocrats (for a detailed analysis see: Spengler, French predecessors of Malthus, pp. 90-94). A very nice copy of a scarce and important work.‎

Discusses the various reforms deemed necessary for France: criminal justice, the parlements, the meeting of the estates general, the procedure for voting, the ancient constitution, legislation, financial matters, the various trading compagnies, royal power and authority, freedom of the press, etc. etc. all with remarkable short historical references.‎

The author was 'entrepreneur de peinture' and after founding the 'Maison Leclaire' was the first in France to grant workers a share in the profits of the company. The system of Leclaire served as a model for Louis Blanc in the 4th edition of his 'Organisation du travail' (1845).The earliest example of co-partnership comes from France. In 1843 a master painter of Paris, Edme-Jean Leclaire, divided among his permanent hands (43 out of about 300 employed) the sum of 12,266 francs. The scheme met with approval and up till 1870 this " kernel," as he called it, of permanent workmen, who were members of the firm's mutual provident society, continued to take their share of the increasing profits. At no time did the members of the mutual provident society amount to more than a third of those employed. In 1870 the profitsharing was extended to all the men employed, for however short a time, and upon this basis it has continued as " Brugniot, Cros et Cie. (ancienne maison Leclaire)."‎

Guillaume François Le Trosne (1728-1780) joined the physiocrats in 1764, contributing articles to their journals, and writing works defending their ideas. 'He became one of the most lucid exponents of the physiocratic doctrine; his views express most clearly the evolution of the school. At first an enthusiastic, inflexible adept of the abstract physiocratic system, he nevertheless evidenced a preference for practical questions, as reflected in his La liberté du commerce des grains, toujours utile et jamais nuisible (Paris, 1765).In this work, Le Trosne condemns the vagabond as a parasite on, and an enemy of, society. 'Only in politics did he remain absolutely faithful to absolutism ..... and hostile to democracy, that 'bizarre and monstrous' government which he doubtless pictured in the form of the violent popular demonstrations against the dealer in wheat or as personified by the vagabonds who had set fire to one of the farms of the magistrate' (ESS). Discusses the current situation in France, measures, legal and otherwise, taken to combat or remedy the situation, discusses the distinction to be made between vagabonds and beggars, and discusses possible solutions, one of which is condamning vagabonds to the galleys, and ends with a project for beggars and ways to combat mendicity. 'Ils provoquent le renchérissement de la main-d'oeuvre, car leur oisiveté diminue le nombre des travailleurs; ils favorisent encore l'augmentation des tailles' (INED: They cause the increase of cost of manpower, of labour, as their idleness reduces the number of workers; they rather favor the increase of the "tailles" (a tax)" (our translation)).‎

First editions in book form, exceptionally rare. The Mirabeau was published again in 1775 under the title Lettres sur la législation ou l'Ordre légal, dépravé, rétabli et perpétué par L. D. H. (L'Ami des Hommes), by which name the work is known today. '"The science of economics is in fact the science of the natural order"; but, the theory of the net product having been elucidated long since, Mirabeau, with the assistance of physiocratic theories, here demonstrates that in social policy truth is to be found solely in nature.'The Ami des Hommes (as Mirabeau often styled himself) thus lays the foundations of a true social order according to the laws of nature (property, liberty, restoration of order) and then goes on to expose the means of keeping it alive, that is by teaching citizens of all classes (both the productive and unproductive classes) the juridical and social principles that the Économistes hold dear (the duties of the landowner, the agricultural system, the use of the Tableau économique, etc.).'This work lays down in detail the moral philosophy of the physiocrats who maintain that the physical social order is identical to the economic order; and that the economic order is wholly entailed by the agricultural one' (INED on the Lettres sur la législation, our translation).The 1769 (possibly pirated) edition is known in two issues; the other is by Schneider in Amsterdam. Both reproduce Mirabeau's text as it originally appeared in the Ephémerides du Citoyen of 1767, but omit the final part of the work (which was published in the Ephémerides from September 1768 - June 1769 and was included in the Lettres sur la législation in 1775). According to Schéler, in his annotated copy of Tchemerzine, there are only a few copies known (he states 3 or 4), regardless of issue, which contain Rousseau's Discours (one could still argue a case for the book's rarity even without the Rousseau consideration). The intention that the two texts be issued together is supported by a printed note at the foot of the final page of the Rousseau: 'On mettra ce Discours à la tête des Lettres sur la Dépravation & la Restauration de l'Ordre légal' (interestingly, there also exists a third issue of the Discours, by Marc Michel Rey in 'Amsterdam', i.e. Lausanne selon Dufour, which does not have this note). The unsolved bibliographical mystery is thus whether Mirabeau and Rousseau decided to have their works published together, or whether the double issue was merely commercial speculation on the side of the publishers. Mirabeau and Rousseau did know each other, Rousseau briefly lived in a property of Mirabeau and there exists correspondence between the two man.Unlike vol. II in the copy described by Schéler (which had an extra page of text pasted onto the blank verso of F1), that of our copy is continuously paginated and collates: p2 A2 B-D12 E6 F-M12, with an initial blank.To our knowledge, there is no copy of the Mirabeau in North America. Apart from that of the Einaudi collection, we were able to locate only 3 copies: the Koninklijke Bibliotheek in The Hague (Schneider), the Feltrinelli library in Milan (Wilcox), and the Biblioteca Estense in Modena (Wilcox). All the libraries also have Rousseau's Discours.In spite of the title's announcement that it had not previously been printed, Rousseau's work was first published in 1768 in volume VIII of Fréron's Année littéraire; it appeared in book form the following year, and Dufour denotes two issues: Amsterdam (i.e. Lausanne), Marc Michel Rey (258), and Amsterdam, Schneider (259). As with the Mirabeau, the Rousseau is very rare: OCLC locates a copy of the Rey issue at Linköping only; NUC also locates an Amsterdam printing (no publisher given), at Wisconsin; it is not listed in RLIN. - With a burnhole to page 135/6 with slight loss; inner margin of half title to the Mirabeau a bit damaged. Title label to spine reads "Oeuvres de Rousseau. Tom VI."‎

The work was published on the occassion of the peace of Amiens with the hope of establishing a rapprochement between France and England. It is interesting to note that the absence of a commercial agreement with the peace of Amiens is considered to be one of the causes of its failure within little more than a year and that Mondénard deals with the subject of economics and commerce in relation to the peace of Amiens (see: Coquelin & Guillaumin, vol. 2, p. 199, and the Historical Dictionary of Napoleonic France, 1799-1815, p. 16).'Ouvrage principal de Mondénard. Celui-ci, émigré en Angleterre, le publia anonymement à son retour. Conservateur, farouche défenseur de la propriété et de la grande culture, il s'en prend aux excès de la Révolution mais accepte quelques-uns de ses principes. First issue of the second edition, probably printed by Prault in Paris, only one month after the first edition, in December 1748, and the only one with errata. The first edition can be recognized through various points: the name of Barillot is written with a double 'r'; the title reads 'Loix Féodales'; there are numerous cartons (all listed by Tchemerzine and Le Petit) and no errata. Here the name of Barillot is written with one 'r', the title reads 'Loix féodales' and there are no cartons present, the text is modified and this copy contains in volume one the errata for both volumes. Montesquieu was one of France's most influential Enlightenment authors. His writing resonates with the values of human freedom, moderation, and toleration, while demonstrating a realist and detailed attentiveness to the complexity of rules, customs, physical forces, and human motivations that shape social and political life. The Esprit de Loix is his major work and Hume, a correspondent of Montesquieu, praised the work as "the best system of political knowledge that, perhaps, has ever yet been communicated to the world." The main significance of Montesquieu as a political theorist may be his success in recognizing the embeddedness of state institutions in a wide web of human practices, such as religion, commerce, customs, and morals. Political effectiveness depends on the state's ability to recognize and work with the complexity of human associational life, and this in turn requires political moderation (Encyclopedia of the Enlightenment, iii, pp. 83-88). Jonathan I. Israel calls the book, in his Radical Enlightenment (p. 12) "a landmark of moderate Enlightenment."'In many ways one of the most remarkable books of the eighteenth century, 'The Spirit of the Laws', owing in the main to the high plane of generalization on which it is written, defies easy classification and for that reason has never enjoyed a great popularity. So, too, its author puzzled his contemporaries, and very diverse opinions were passed on him and his work even by the philosophes, whose predecessor Montesquieu was. It took him four years to write the book and when it was finished all his friends advised him not to publish it. Montesquieu paid no attention and it was printed in Geneva in the autumn of 1748. It consists of six main sections, the first dealing with law in general and different forms of government, and the second with the means of government, military matters, taxation, and so on. The third deals with national character and the effect on it of climate: a subject of peculiar originality and the one most discussed at the time. The fourth and fifth deal with economic matters and religion; the last is an appendix on law - Roman, feudal and modern French. The most distinctive aspect of this immense syllabus is its moderation. The scheme that emerges of a liberal benevolent monarchy limited by safeguards on individual liberty was to prove immensely influential. His theories underlay the thinking which led up to the American and French revolutions, and the United States Constitution ..... is a lasting tribute to the principles he advocated' (PMM). Despite the succes of the work Montesquieu was severely attacked. He published his Défense two years later but he could not prevent his Esprit des Loix being put on the Index (29 November 1751) and its condamnation by the Sorbonne.‎

Tosti, tesoriere nel decennio messo sotto accusa (probabilmente dal nuovo ministro delle Finanze Angelo Galli). Da Enc. Treccani: “Secondo fonti coeve mons. A. Tosti, tesoriere generale dal 1834 al '45, tenne il Galli in disparte e gli dimostrò scarsa stima senza validi motivi. Proprio in questi anni, probabilmente anche a causa delle tensioni con il tesoriere, si registrano evidenti segni di disordine nell'amministrazione, come il ritardo e la sospensione nella compilazione dei bilanci generali, del tutto assenti nel decennio 1835-44. Questo stato di cose ebbe termine solo con la nomina del nuovo tesoriere, mons. G. Antonelli, che nel luglio del 1845 ordinò al G. di compilare il bilancio relativo alla gestione del decennio suddetto.”. La memoria difende l'operato di Tosti, con un prospetto di spese che giustifica (con la lotta al colera e alle carestie) le uscite straordinarie delle casse pontificie.‎

From that date his goal was evidently a career in the government. The appearance a year later of his Eloge de Colbert was widely recognized as his bid for the post of finance minister, as well as his reform program if appointed. He entered the book in competition for the prize of eloquence annually offered by the Académie française. The Academy conferred the prize on the Eloge de Colbert after it was read to them by d'Alembert in August 1773. (.....) the Eloge de Colbert is an important document in Necker's political and ministerial career. It provides an introduction to the themes he was to expound later. It also indicates the nature of his ambition, for he unveiled himself in it' (Robert D. Harris, Necker. According to Conlon however, the Paradoxes intéressans.... is the re-edition of the present work. Caveirac, fanatically intolerant, furnished the Bishops of Languedoc, consulted by Voyer d'Argenson, with the arguments calculated to reject the alleviation of the fate of the Protestants. The principal reason given for this softening being the depopulation and impoverishment which resulted from the revocation of the Edict of Nantes, the abbot was led to study the general problem of depopulation and he did so with care. We find ourselves, then, not before a scholar seeking truth, but before an advocate seeking the argument necessary for a demonstration" (Sauvy, op.cit, our translation).'L'auteur fait un grand étalage d'érudition et de science en matière d'économie politique. Louis-Philippe Albert d'Orléans, Comte de Paris, Orleanist pretender and publicist. He became heir to the throne of Louis-Philippe in 1842. After the fall of the Second Empire in 1870 he sought fusion with the Bourbon house in which understanding Chambord would be the pretender with the count of Paris as his successor. Chambord consistently rejected. In 1886 the count was expelled and from then on lived in England until his death. This work deals among others with the wages of the working classes, Trade Unions, strikes, institutions founded for the betterment of the conditions of the working classess, legal initiatives seeking the same such as the Enabling Act and the General Benefit Act, education of the children, salubrity, sanitary conditions, etc., etc. - First and last leaves with some spotting. With handwritten and signed dedication by the author to C. Fortescue (?) on the half-title and the bookplate of Barlingford on front paste-down.‎

'At the aera of its publication this very learned work was universally admitted to be the most complete and important that had appeared on the subjects of which it treats; and though materially affected by the changes which have taken place in the interval, especially the introduction of the metrical system into France, it continues to be held in high estimation. Exclusive of the subjects which properly belong to a treatise on Metrology, it embraces a great variety of curious and profound discussions upon collateral topics, which, though they have added considerably to the bulk, have greatly increased its interest and value' (McCulloch, p. 137).'Ouvrage capital, qui a servi de canevas à tous ceux qui ont paru depuis sur le même sujet. Overall an excellent interior in fine condition (contemporary signature to title, small stamp to verso). A very desirable copy. ~ First edition, uncommon in the original, unsophisticated state, and entirely uncut. Gabriel Senac de Meilhan (1736-1803), a French writer. In 1790 he published "Des Principes et des causes de la Révolution en France". His "Considérations" was republished in 1789. Kress B.1336. Goldsmith 13327. Cf. Palgrave 1894-1901.
