Als Philosoph steht Herbart bis heute im Schatten des deutschen Idealismus, dessen spekulative Methode er scharf kritisiert hat. Der Mensch ist eine offene, personale und individuelle Ganzheit von epochal und inhaltlich gebundenen Fähigkeiten. Ihn zu sittlichen Selbstbestimmung zu befähigen ist die Aufgabe der Erziehung" (W. Die damalige Schulorganisation war durch das Fachlehrerprinzip geprägt, bei dem jeder Lehrer nur für den Unterricht in einzelnen Fächern u. nur auf bestimmten Klassenstufen zuständig war. Für die Schüler bedeutete dies täglich wie jährlich einen ständigen Lehrerwechsel. Graff forderte nun unter Berufung auf Herbarts Psychologie u. Pädagogik, daß jede Schulklasse von einem einzigen Lehrer in allen Fächern zu unterrichten sei u. daß dieser Klassenlehrer seine Klasse über alle Jahre von der Einschulung bis zum Ende der Schulzeit leiten solle. Die Vorteile dieses Vorschlages, eine größere Einheitlichkeit u. Kontinuität in Erziehung u. Unterricht, wurden von Herbart anerkannt. Er weist jedoch auf entscheidende Mängel hin: Die Lehrer werden fachlich u. pädagogisch überfordert. Die Kontinuität, bei einem guten Lehrer ein Segen, werde bei einem schlechten Lehrer zu einem ständigen Fluch.
