Die Medizinisch-Chirurgische Zeitung wurde von Johann Jakob Hartenkeil (1761-1808), welcher, ab 1787 Hof- und Leibchirurg des Fürsterzbischofs von Salzburg, das Salzburger Medizinalwesen bedeutend modernisierte, gegründet und von seinem Schwager, J. N. v. Ehrhart (1779-1860) nach seinem Tode fortgeführt. Ehrhart studierte Philosophie in Salzburg und Medizin in Wien, wirkte zuerst als Arzt und Professor in Salzburg und wurde 1820 zum Gubernialrath und Sanitätsreferenten des Tiroler Landesguberniums sowie zum Direktor des medizinisch-chirurgischen Studiums in Innsbruck ernannt, in welcher Funktion er tatkräftig und erfolgreich die Reformierung des Tiroler Sanitätswesen betrieb.
