Il dresse une rapide biographie de son parcour professionel, puis développe surtout ses idées en matière de production industrielle et de développement économique. Il critique vivement l'encadrement de l'Etat qu'il juge en partie responsable de la situation de 1942. Au moment où il rédige ce livre, la firme Solex vient seulement de réaliser la construction de quelques vélos à moteur, qui ne sront commercialisés qu'en 1946.
