Le Journal est édité de 1687-1701 par le président Louis Cousin (1627-1707), traducteur et président en la Cour des monnaies; avec ce dernier s'organise l'institutionnalisation de la rédaction, tandis que le contenu s'oriente un peu plus vers la religion et le droit (Dictionnaire des journaux). Le Journal est édité par l'abbé Jean-Paul Bignon (1662-1743), neveu du chancelier Pontchartrain, de 1701 à 1714, puis 1723 à 1739 : sous son impulsion est créé un bureau de six rédacteurs, pensionnés par le libraire, tandis que l'accent est remis sur les sciences, après plusieurs années dirigées par le byzantiniste Louis Cousin qui avait lis l'accent sur le droit et la religion.
