This assignment led to the founding of the Atlanta Jazz Festival and bringing major league soccer to Atlanta Chiefs in 1967. Cecil was a founding member of the North American Soccer League NASL. As if this wasn't enough Dick was known for his support of the desegregation of sports in America at a time when this was less than popular.
