ORIGINAL HANDWRITTEN MANUSCRIPT COPY OF THE 1845 RULES AND REGULATIONS OF THE NEW YORK CITY BOARD OF PHARMACY KEPT BY ONE OF ITS MOST NOTED AND TALENTED MEMBERS A GERMAN IMMIGRANT WHO MADE GOOD IN AMERICA
UNIVERSITY PLACE WAVERLY PLACE NEW YORK CITY NY. Good. 1845. On offer is a unique and very interesting document in the history of pharmacology. It is the 1845 rules regulations and bylaws for the New York City Board of Pharmacy. The book appears to belong to a man named Gustavus Ramsperger. The first page gives the title as the Rules and Regulations of the Board of Pharmacy of the City and County of New York. In the 10 pages that follow the rules and regulations are expounded in eight articles detailing the duties of the executive board and its members the examinations for potential pharmacologists and the order of business for the board members to follow going forward. The eight articles are as follows Art. i - president and his duties; Art. ii - The Secretary and his duties; Art. iii - Meetings of the Board; Art. iv - Sessions for Examinations; Art. v - Conducting the Examinations includes 7 subjects; Art. vi - Degrees or Marks in Examinations e.g. 10 meaning Excellent; Art. vii - Secretarys Office hours for Registration; Art. viii - Order of Business. Of particular interest under Article 5 there are 7 subjects for which the pharmacology examination tests. These subjects include Pharmaceutical Chemistry Materia Medica therapeutic properties of substances used for healing Toxicology Practical Pharmacy Adulterations of Drugs Reading compounding of Prescriptions and Doses and such other subjects as may be seen fit to be examined. An examination fee of 5 dollars roughly equivalent to $150 today was charged for the examination. The rules and regulations were approved on June 15th 1845. This booklet is 3 3/4 by 5 3/4 with 10 pages of writing. The rest of the pages roughly 20 or so are blank. The front cover is detached and there is no back cover. Front cover reads: Board of Pharmacy. University Building. University Place Cor. Waverly Place N.Y. By-Laws. Pages show some discoloration from age but nothing that affects the legibility of the handwriting. Text is in black ink and easily readable. The exact date of the book cannot be determined. The rules and regulations are from 1845 but Ramsperger did not come to America from Germany until years later. This is his copy kept sometime after his arrival in America in 1851. Background: Gustavus Ramsperger was the dean of German pharmacists in America by the time of his death. Mr. Ramsperger was born in Germany in 1834 and was educated as a pharmacist at the University of Tubingen. He came to America in 1851 and purchased a drug store at 62 Oliver street which had for sixteen years. In 1867 he became a partner in the Faber-Balluff store at the corner of Thirty-eighth street and Sixth avenue and in 1873 sold out his interest and in 1875 re-entered the business in Brooklyn; and in 1884 sold this store to his nephew. Ramsperger founded the German Apothecaries Society of New York sixty years ago and was honorary vice-president of it at the time of his death; and was also honorary vice-president of the New York College of Pharmacy of which he was one of the founders. He was a life member of the American Pharmaceutical Association which he joined in 1860. He was unusually well-informed in matters pharmaceutical and took a deep interest in the New York College of Pharmacy in the German Apothecaries Society and in the New York Branch of the American Pharmaceutical Association.
