‎"La thèse de l'auteur, qui a pu avoir accès à toutes les archives, a porté sur le Conseil national créé le 22 janvier 1941 et qualifié de « parlement-croupion ». Sur les 213 premiers membres désignés, il y a 77 parlementaires, soit un peu plus de 36 %, ce qui est lois d'être négligeable. Les Chambres n'étaient pas dissoutes, mais « suspendues » ; furent abolis d'abord l'indemnité parlementaire, puis le bureau le 25 août 1942. Le Conseil fit œuvre de réflexion utile, bien que, dans la pratique, ses projets n'aboutirent pas. Il ne se réunit jamais en session plénière. Son grand œuvre fut l'élaboration d'une constitution en deux temps bien distincts. Le premier se situe en 1941 : c'est ce que l'on pourrait appeler la « constitution Barthélémy », du nom du Garde des Sceaux de l'époque. Il est fortement souligné que toute la pensée politique du régime ne se résume pas dans la Révolution nationale. François Darlan estime qu'une seconde étape de cette Révolution est nécessaire. La constitution en sera la pièce essentielle. La tentation est grande de supprimer le suffrage universel, mais, n'osant pas, on le cantonne au niveau municipal et encore pour un quart des membres seulement. Les autres organes sont élus par une cascade de suffrages indirects... Mais les événements se précipitent et les pétainistes tentent une « ultime action », dont la pièce maîtresse sera un deuxième effort constitutionnel, totalement différent du précédent, et dont les initiateurs seront cette fois Lucien Romier et Yves Bouthillier. Le but, plus ou moins avoué, est de revenir grosso modo aux institutions de la Troisième République... Un petit comité rédige neuf versions successives pour aboutir à « un texte qui établit un régime républicain à exécutif fort mais aux pouvoirs équilibrés ». Seule la Cour constitutionnelle, baptisée Cour suprême, et fort proche du « Conseil » de la Ve République, est maintenue. Le suffrage universel est rétabli à tous les niveaux etc. Étrange retour des choses ! Mais les Américains sont en Afrique du Nord, la face de la guerre a changé, on tente d'établir un pont avec les anciens pouvoirs. De plus le régime lui-même s'est modifié. Pierre Laval est revenu en ligne ; la justice est remodelée, on pourrait presque dire « dévoyée », notamment en raison de la création des juridictions d'exception ; la police est renforcée ; on crée la Milice ; Philippe Henriot, Joseph Darnand entrent au en janvier 1944, Marcel Déat trois mois plus tard. Qu'on appelle ce régime « satellite » ou « milicien », la réalité est la même : les pétainistes se sont retirés, le Maréchal se considère comme prisonnier, le pouvoir est aux mains d'idéalistes forcenés, le régime est devenu fasciste. Et pourtant, le fascisme a échoué en France. L'auteur en donne trois raisons : les conservateurs ont accédé au pouvoir dans le cadre de la Troisième République, ils n'ont nul besoin des fascistes ; de plus ils ont tous les moyens du pouvoir, là aussi les fascistes ne leur serviraient à rien ; enfin, et c'est un point non moins important, une composante essentielle du fascisme est l'exaltation de l'idéologie et des sentiments nationaux, entreprise bien difficile, sinon impossible, pour les hommes sous la botte allemande." See the two men’s entries in the Oxford DNB. Brackenbury’s states that ‘During the Austro-Prussian War of 1866 Brackenbury was the Times correspondent with the Austrian army and was at the battle of Königgrätz Sadowa — riding with Benedek under fire at Chlum — and reported the naval battle of Lissa. He was the Times correspondent in the Franco-Prussian War accompanying Prince Frederick Charles in the Le Mans campaign; and in the Russo-Turkish War of 1877 when he crossed the Balkans with Count Gourko.’ 4pp 12mo. Bifolium. In very good condition folded twice. Thin strip from windowpane mount adhering to edges in not unpleasing way. Signed ‘C. B. Brackenbury’ and addressed to ‘My dear Delane’. The letter begins: ‘Captain Clarke brought me today the last number of his translation of the German War of 1870-71. He is sending you a copy and I hope you will find some one to review it in my place.’ Brackenbury has himself translated ‘the Report of the Committee on French Army re organization together with the law as proposed and passed’ which the War Office is publishing. ‘You shall have the first copy issued which I will mark myself.’ In his opinion a great deal of the report ‘bears upon much more than French re-organization’. He will be very glad if Delane finds it ‘worth a notice’. He continues: ‘Though I may not write more on military affairs I don’t see why I should not review other books if you can find any for me. Even if you have no space for them at present the reviews might stand over till the interest of the new parliament is over.’ It seems to him ‘unnatural to have no work in hand for you’. ‎Cold War American Anti-Submarine Warfare: P-3 Orion Crash Archive from the U.S. Naval Base at Rota Spain‎

‎1985. An American submarine-hunting aircraft wreck off the runway at the U.S. naval base in Rota Spain documented in the hours after a crash landing during the height of the Cold War. The United States built this base under a 1953 deal with Spanish dictator Francisco Franco who traded the use of Spanish soil for American military aid and an end to the diplomatic isolation Spain had endured after World War II. For the next four decades Rota was the main American naval foothold in southern Europe and the planes flying out of it spent their days hunting Soviet submarines slipping in and out of the Mediterranean through the Strait of Gibraltar. <br /> Photo archive of six Large silver gelatin photographs 8 x 10 inches with one duplicate. The downed aircraft is a P-3 Orion the four-engine turboprop that served as the Navy's primary submarine hunter throughout the Cold War. An overhead aerial view shows the plane sitting in a foam-soaked earthen apron beside the runway skid trails cut through the soil fire trucks and crash vehicles staged nearby. Ground-level images capture the nose section marked "81" squadron insignia including a tiger emblem and a five-star command crest and stenciled instructions reading "rescue" and "attach jack pad mooring fitting here." Crash crew in silver fire-proximity suits run hoses along the fuselage. The hand-drawn diagrams trace the aircraft's path across the Rio Salado a wheat field and farm roads outside the base perimeter marking where the "plane hits field and bounces off" and where it "digs in and breaks up" with debris scattered across an 850 by 310 yard field roughly 3150 yards past the end of the runway.<br /> The P-3 Orion entered service in 1962 and flew Cold War patrols out of Rota tracking Soviet submarines that posed a nuclear threat to American carrier groups and European coastlines. Photographs and site diagrams like these were produced for Navy mishap investigations to determine what went wrong and prevent future accidents. Overall in very good condition printed on Kodak photographic paper with the manufacturer watermark on verso. A direct visual record of a Cold War naval aviation accident at the American base that anchored U.S. submarine warfare in southern Europe. unknown‎
