31 July 1863. 'No. 13. Abstract B.'. Folio 3 pp. A printed form on three leaves held together by the original pink ribbon. Docketed on the reverse of two of the leaves with the army said to be 'At M<> Field'. In five columns: 'Date of Payment' 'Number of Voucher' 'To whom paid' 'On what account' and 'Amount' in 'Dollars' and 'Cts'. The first two columns left blank and the last three completed in manuscript comprising a numbered list of the names of sixty-five payees reasons for payment and sums paid. The text is clear and complete but the document is in fragile condition on aged and chipped paper. 'Capt Charles M Walker' receives $7.50 for a 'Court Martial' 'Thos Calvin' receives $120 for being a 'Forage Master' 'LC Thos Kendall' receives $72.96 for 'Mileage' and 'James Anderson' receives '$17.14 for "Extra Duty'. The Colonel Andrew J. MacKay Letters and Papers 1863-1865 are in the University of Tennessee Special Collections Library Knoxville. According to the Library's catalogue entry Mackay's 'primary duty was to provide supplies to the cavalry soldiers in the region'. 29 March 1802; Epsom. 4to 3 pp. In a bifolium. 52 lines of neatly-written text. Clear and complete. Very good on lightly-aged and creased paper. Part of the second leaf has been cut away on the breaking open of the letter and is now under the seal with no loss of text. The seal is cracked with a light imprint of Boucher's monogram beneath a jester's head. The letter concerns the enclosure of the Langtoft Estate and 'Mr. Bankes' who 'never had any Legal Right to interfere in the Business'. Norton's last letter has made Boucher 'very uneasy' as he declines 'to have any more to do with my unfortunate Concerns in your Neighbourhood'. 'Whatever may have been the Case with You I have been too long blind but my Eyes have now been opened.' Declares himself pleased with 'Mr. Gee who appears to be a plain well-disposed honest Man: & notwithstanding Mrs. Banks's Insinuations to the Contrary I do assure You when I fairly put the Question He honestly said if He might chuse Mr. Norton was the Man whom above all others He should like & did wish to be my Agent.' COMMENDATION FOR A WOMAN WHO ASSISTED THE FRENCH RESISTANCE
An undated letter from a leader in the French Resistance commending a French woman for her role assisting the opposition group during World War II. The typed text is in French and the translation reads: “I the undersigned Pierre Stibbe certify that Miss Charlotte Evrard has rendered the greatest services to the Resistance with complete devotion and incurred the greatest dangers.â€<br /> <br /> The next typed line reads: “Pierre Stibbe delegate to the Consultive Assembly Member of the Steering Committee of ‘Those of the Resistance’ Director of ‘Volontes’ of the Resistance.â€<br /> <br /> Evrard 1917-2011 does not appear in any obvious list of members of the French Resistance a network of groups that fought the Nazi occupation of France during the Second World War. According to newspaper reports she was a professional singer in France and moved to the Pasadena California in 1949. She worked as an attaché for the French Consulate in Los Angeles then for United Airlines travel services and later as North American representative for the Tahiti Tourist Development Board. Evrard’s last name changed in 1956 to Hyde following her marriage to J. Stuart Hyde 1890-1985 a British officer who emigrated to the United States in the 1940s.<br /> <br /> The French Resistance was critical to the liberation of France. The members provided first-hand intelligence information and escape networks that helped Allied soldiers and airmen. It’s estimated that the proportion of French people who participated in organized resistance was one to three percent of the total population.<br /> <br /> The letter is typed on stationary for the Assemblee Consultative Provisoire Republique Francaise. It measures approximately 5†x 6†and has been professionally matted and framed. Tears along the edges have been mended with non-archival tape that has browned. Not inspected outside the frame. unknown

He decribes the terrible storms experienced in Mafeking and reports Boer activity. "The Boers have been derailing trains & opening mail bags". FIRST OBTAINABLE PRINTING OF THE PRELIMINARY EMANCIPATION PROCLAMATION setting a date for the freedom of more than three million enslaved in the United States and reframing the Civil War as a fight against slavery. Issued by the War Department to regimental commanders in the field during the Civil War in the week after the completion of President Lincoln’s official manuscript version. Contained is a set of three volumes of General Orders covering the full year 1862 July-Dec 1863 and the full year 1864. History of the Emancipation Proclamation:<br /> <br /> “The proclamation has been called by responsible persons one of the three great<br /> documents of world history ranking with Magna Carta and the Declaration of<br /> Independence†– Eberstadt<br /> <br /> “From the first days of the Civil War slaves had acted to secure their own liberty. The Emancipation Proclamation confirmed their insistence that the war for the Union must become a war for freedom. It added moral force to the Union cause and strengthened the Union both militarily and politically. As a milestone along the road to slavery’s final destruction the Emancipation Proclamation has assumed a place among the great documents of human freedom†– National Archives<br /> <br /> Following the Seven Days Battle and General McClellan’s retreat from the Peninsula at the end of June 1862 President Lincoln realized that there would be no early end to the war and found himself “as inconsolable as it was possible for a human to be and yet live.†Anxious for news from the army and needing to escape the constant interruptions at the White House he frequently visited the telegraph office in the War Department building to await dispatches. It was during one such visit early in July that he asked the chief of the telegraph staff Major Thomas Thompson Eckert for some paper to “write something special†and began the first draft of the Emancipation Proclamation completing it in a few weeks. Lincoln had long hoped to resolve the slavery issue through a congressional act of emancipation compensating slave owners for their loss of “property†but that approach was roundly rejected by representatives from the border states leaving the President who had decided upon the necessity of emancipation with a presidential proclamation as the only option. The extraordinary document he conceived would announce the liberation on January 1 1863 of all slaves in those states still in rebellion against the Union and promised compensation to slave owners in those states that returned to the fold before that time if they adopted “immediate or gradual abolishment of slavery.†This proclamation would be followed by a final proclamation issued on the 1st of January identifying those states still in rebellion and confirming the liberation of all slaves therein.<br /> <br /> On Tuesday July 22 Lincoln presented his draft to the Cabinet telling them that he had resolved firmly upon the course of action it specified and asking them not for advice but suggestions. The only observation he had not anticipated came from Secretary of State Seward who proposed that it might be best to wait for a military victory before issuing the Proclamation as it could otherwise seem like “the last measure of an exhausted government.†Immediately recognizing the wisdom of the suggestion Lincoln held back. On September 17 after an anxious wait of nearly two months he received the victory he needed at the bloody Battle of Antietam. Completing his final draft Lincoln presented it to his cabinet for refinement on September 22. Following the meeting Seward took the amended draft with him to the State Department where a formal manuscript copy was made then signed by Lincoln and Seward. The formal official “Emancipation Proclamation†was of course issued on January 1 1863 the day it became the law of the land.<br /> <br /> Printing History:<br /> <br /> This printing in the War Department’s official “General Orders†is the fourth printing overall but realistically the first obtainable printing. It is preceded by:<br /> <br /> -The first printing Eberstadt #1 a small three-page circular intended for distribution within the government and to the local press likely printed on September 22. At the time that Charles Eberstadt published his study of the Proclamation 1950 he was able to locate only one copy which he himself owned and as nearly as we have been able to determine no other copies have come to light since then.<br /> <br /> -The second printing Eberstadt #2 may be a phantom printing. Charles Eberstadt was not able to locate a copy but he inferred its existence from the standard State Department practice of printing a folio edition consisting solely of the text of the proclamation followed by another printing consisting of the text of a letter of transmittal from the Secretary of State as well as the text of the proclamation. While there may be a copy of Eberstadt #2 in the National Archives as he speculated it is not recorded in their online catalogue nor have we been able to find a copy in any other online catalogue including OCLC the Library of Congress and the Abraham Lincoln Library.<br /> <br /> -Eberstadt’s third printing is of legendary rarity. It consists of Secretary of State Seward’s one-page letter of transmittal addressed “To the Diplomatic and Consular Officers of the United States in foreign countries†and the text of the proclamation. Eberstadt located a total of only five copies in institutions at the Library of Congress the National Archives Yale the Clements Library and Brown. OCLC does not record any additional copies nor is it recorded in Monaghan. There has been one copy at auction $400000 in 2021 and that was described as the only copy in private hands. <br /> <br /> -The present copy General Orders No. 139 is Eberstadt’s fourth printing of the Preliminary Emancipation Proclamation dated in print on September 24. Eberstadt surmises that this field order printing could have been accomplished as late as September 29 or 30. Although it may have been printed in as many as 15000 copies it is very rare in commerce likely due to the ephemeral nature of the printing and distribution.<br /> <br /> Additional General Orders and Provenance:
<br /> <br /> The three volumes once belonged to John G. Haskell A.Q.M. Chief Quartermaster and contain the General Orders for the year 1862 July-December only for the year 1863 and for the full year 1864. John Gideon Haskell 1832-1907 was a resident of Kansas and joined the Union Army when the war broke out. He enlisted with the 14th Kansas Volunteer Cavalry Regiment and later served as Assistant Quartermaster General of Kansas as quartermaster of the Third Kansas and the Tenth Kansas Volunteers as Captain and Assistant Quartermaster on the staff of General James G. Blunt and as Chief Quartermaster of the Army of the Frontier. After the war Haskell was named official state architect and worked on the state house the capitol the State University and more.<br /> <br /> In addition to the preliminary Emancipation Proclamation the three volumes also contain the Acts of Congress on many other subjects including pay discharge recruitment handling of troops etc.<br /> <br /> Washington D.C.: War Department Adjutant General’s Office 1862-64. Three volumes. Small octavo contemporary three-quarter brown morocco two volumes with cloth boards one with marbled boards. Some rubbing and wear to bindings pencil notations on endpapers with collation and highlighting certain orders and some internal pages. With a loosely inserted letterpress receipt from bookseller Frank Hammond addressed to Lord Cottesloe acknowledging payment of £12 for the book in 1961. The sole edition of a decidedly uncommon news-book account of the actions of the Army of the Solemn League and Covenant - led by veteran Scottish Army officer Alexander Leslie 1st Earl of Leven c.1580-1661 - in the summer of 1645 reporting most particularly on their taking of a royalist garrison within the moated house at Cannon Froome Herefordshire. Following the defeat of a Royalist rebellion against the Covenanting-led Scottish Government in the Spring of 1645 the Scottish army of the Solemn League and Covenant - named after the 1643 treaty between the reforming parliaments in England and Scotland- led by the Earl of Leven marched south to assist their allies. As this news-book reports a 'party of 4500 Horse Foot and Dragoons' en route to Hereford became aware of a Royalist garrison led by 'Governor Colonell Barnold' in the small Herefordshire village of Castle Froome. After the Royalist commander refused to surrender the moated house which had been reinforced with Irish volunteers after the battle of Newark Leven the 'Lieut. Generall.gave order for storming the place'. The heat of the battle is described thus from a purely Roundhead perspective: 'The Grasses were about nine foot deep and as broad and in most places full of water; The Works above the Grasses were so high that all the Ladders we could get were too short; the Enemy behaved themselves valourously but it pleased the Lord to give our Souldiers to much courage that after a hot dispute they were beate from their works after which they fled to the house where they fought desparately till a great part of them were killed. Illustrated throughout with a total of 74 mostly full-page b/w collotype images including stunning aerial photography.<br /> <br /> The photobook is divided into two parts: the first one is concerned with naval training while the second part deals with the unfolding course of the war being a record of Japanese successes from Pearl Harbor Malaya New Guinea and other parts of South East Asia. <br /> <br /> This is one of the very first publications to have show and extended pictorial account of the bombing of Pearl Harbor including a number powerful and dynamic images two of the images seen to be illustrations. Includes also numerous b/w Soviet-style photographic plates of naval guns battleships submarines and military planes as well as photographs of operations in China Java Borneo Philippines New Guinea and other areas in Southeast Asia. None of the images are credited to a particular photographer but included is work by Matsugi Fujio and possibly Kimura Ihei. Not an entirely uncommon thing to do in that era. Full leather limp boards. Fair 2 of 10 top corner water-stained. leather chipped at all edges and detached from boards at edges - still attached at spine. B&W author frontis plate with tissue guard. Bagged for protection with a stiff backing board. 41 pages. illustrated endpages. Gilt cover title thin - no title printed on the spine. Only 9 copies of this book are shown on worldcat. This might be the only Autographed copy yet existent. George Brinton McClellan December 3 1826 – October 29 1885 was an American soldier civil engineer railroad executive and politician who served as the 24th Governor of New Jersey. A graduate of West Point McClellan served with distinction during the Mexican–American War 1846–1848 and later left the Army to work on railroads until the outbreak of the American Civil War 1861–1865. Early in the conflict McClellan was appointed to the rank of major general and played an important role in raising a well-trained and organized army which would become the Army of the Potomac in the Eastern Theater; he served a brief period November 1861 to March 1862 as general-in-chief of the Union Army. McClellan organized and led the Union army in the Peninsula Campaign in southeastern Virginia from March through July 1862. It was the first large-scale offensive in the Eastern Theater. Making an amphibious clockwise turning movement around the Confederate Army in northern Virginia McClellan's forces turned west to move up the Virginia Peninsula between the James and York Rivers landing from the Chesapeake Bay with the Confederate capital Richmond as their objective. Initially McClellan was somewhat successful against General Joseph E. Johnston but the emergence of General Robert E. Lee to command the Army of Northern Virginia turned the subsequent Seven Days Battles into a partial Union defeat. However historians note that Lee's victory was in many ways pyrrhic as he failed to destroy the Army of the Potomac and suffered a bloody repulse at Malvern Hill.
