‎<p>Very good. - Ten words penned in the middle of an 8-1/2 inch high by 5-1/8 inch wide sheet of creamy white paper. The autograph sentiments simply read "With my best good wishes John T. McCutcheon / To Seymour Halpern". The word "best" is slightly smudged else near fine.</p><p>Known as the "Dean of American Cartoonists" John T. McCutcheon 1870-1949 was a newspaper political cartoonist war correspondent and combat artist. He first worked for the Chicago Morning News and his first front page cartoon appeared in 1895. His first political cartoons were published during the 1986 presidential campaign. He joined the Chicago Tribune in 1903. Some of his best known works were "Injun Summer" and his series of "Bird Center' cartoons about small town life. His wartime cartoon "The Colors" was one of his most famous works and McCutcheon covered the Spanish-American War the Battle of Manila Bay the Philippine-American War and the Second Boer War as a correspondent and cartoonist in addition to reporting on the First World War from Europe. He won the Pulitzer Prize in 1931 for his editorial cartoon "A Wise Economist Asks a Question".</p><p>The Queens New York Republican Congressman Seymour Halpern 1913-1997 started his political career as a campaign aide to New York's powerful mayor Fiorella La Guardia and first served in New York's State Senate for 14 years before seeking a seat in the U.S. Congress. In Albany Halpern sponsored 279 bills that became law including measures on schools housing civil rights nutrition and mental health. A Liberal he was something of an anomaly as the lone Republican representative from New York City and generally garnered support from Labor Unions and endorsement from the Liberal Party. Yet he never even considered switching parties as he considered membership in the Republican Party a family tradition and commitment. While he found ample time for his private pursuits including painting and collecting autographs he took his legislative duties very seriously. Of these he was proudest of his co-sponsorship of the 1964 Civil Rights Act and of the original 1965 Medicare legislation.</p>‎
