Quarter black sheep and marbled boards. Label reading “Charles Colné 1864†on upper cover and with his ownership signature “C. Colné†on the title page. Essentially disbound; spine perished; pages 75–86 mostly excised; some wear along fore-edge not affecting text; fair; archival housing.</p> <p>American Civil War-era 1864 official military handbook The Paymaster’s Manual or Collection of Official Rules for the Information and Guidance of Officers of the Pay Department of the United States Army interleaved with manuscript additions and or corrections. These handwritten manuscript notes were made by Charles Colné in the Mississippi River valley mainly during the years 1878–1881.</p> <p>Beginning on blank pages within a section of printed pay tables at the end of The Paymaster’s Manual the manuscript additions by Charles Colné appear together on tipped-in bound-in or laid-in leaves between those tables and a printed 11-page appendix dated February 19 1864. A few manuscript corrections or additions to the The Paymaster’s Manual annotate the actual printed text and where dated cite Civil War dates. Some notes referring to vouchers for officers’ quarters in New York City during a court martial concern “Brigadier General. John Pope†who held the rank of brigadier only in 1861–1862.</p> <p>The added manuscript sections concern various payroll or administrative situations and date principally from 1878–1881. Most are dated as to when they were added to The Paymaster’s Manual and often cite other pre-dating rules or regulations. Some of the added manuscript rules are very specific and were likely intended to serve as reminders as to what action should be taken or precedent applied if similar situations were to arise again.</p> <p>The manuscript additions include such topics as “Actual Expenses†“Paymaster off duty bonding†“Simple Acquittal of charge of Desertion entitles soldier to pay while absent†“Telegrams†“Hospital Steward†“Contract of Surgeons†“No mileage when traveling with recruits†“Court Martial Deductions†“Post Traders†and “Six Serg’ts in a Cav. Co. allowed pay for same period if there is no First Serg’t in the Co. at the same time.â€</p> <p>References to “N. O. From WIkipedia for Coastal Management: "In some jurisdictions the terms sea defense and coastal protection are used to mean respectively defense against flooding and erosion. The term coastal defence is the more traditional term but coastal management has become more popular as the field has expanded to include techniques that allow erosion to claim land.The coastal zone is a dynamic equilibrium area of natural change and of increasing human use. They occupy less than 15% of the Earth's land surface; yet accommodate more than 40% of the world population it is estimated that 3.1 billion people live within 200 kilometres from the sea. With three-quarters of the world population expected to reside in the coastal zone by 2025 human activities originating from this small land area will impose an inordinate amount of pressures on the global system. Coastal zones contain rich resources to produce goods and services and are home to most commercial and industrial activities. In the European Union almost half of the population now lives within 50 kilometres of the sea and coastal zone resources produce much of the Union's economic wealth. The fishing shipping and tourism industries all compete for vital space along Europe's estimated 89 000 kilometres of coastline and coastal zones contain some of Europe's most fragile and valuable natural habitats. Shore protection consists up to the 50's of interposing a static structure between the sea and the land to prevent erosion and or flooding and it has a long history. From that period new technical or friendly policies have been developed to preserve the environment when possible. Is already important where there are extensive low-lying areas that require protection. For instance: Venice New Orleans Nagara river in Japan the Netherlands Caspian Sea Protection against the sea level rise in the 21st century will be especially important as sea level rise is currently accelerating. This will be a challenge to coastal management since seawalls and breakwaters are generally expensive to construct and the costs to build protection in the face of sea-level rise would be enormous. Changes on sea level have a direct adaptative response from beaches and coastal systems as we can see in the succession of a lowering sea level. When the sea level rises coastal sediments are in part pushed up by wave and tide energy so sea-level rise processes have a component of sediment transport landwards. This results in a dynamic model of rise effects with a continuous sediment displacement that is not compatible with static models where coastline change is only based on topographic data." The U.S. Army Coastal Engineering Reserach Center CERC formerly the Beach Erosion Board has since 1930 conducted studies on shore processes and methods of shore protection. It is also involved in both shore protection and offshore engineering techniques. This SHore Protection Manual SPM incorporates new material and expands the coverage within the shore protection field. Volume I describes the physical environment in the coastal zone. Volume II addresses the interaction of the physical environment and the coastal structures and presents design parameters for use in the solution of coastal engineering problems. Volume II containcs four appendixes including a glossary of coastal engineering terms a list of symbols tables and plates and a subject index. 1908. Disbound. BINDING/CONDITION: This is strictly a working copy and if it were mine I would dismantle it further. The binding is gone; and the preliminary text pages are in very poor condition with tears and brittle paper. The map paper is of better quality. However it requires two people to unfold a map as-is with them bound into the book and it's not easy then. It appears to me that other than the index and one other most of the maps have never been opened. The index map has some damage -- sadly some caused by me trying to get an idea of what was what. I tried to open it alone. Don't do that. Maps are all verified as being present they are numbered. 8vo 9 inches tall. Description: 60th Congress 2d Session 1908-1909; House Documents Vol. 24; Examination and Survey of Sacramento River. Since this copy is disbound much of the information is missing; assuming this published by the Government Printing House; the only thing that remains of the original spine is a strip with the text ''A P Davis''. The book when whole consisted of preliminary text in the form of letters to the War Department followed by maps. The text portion is brief to page 19. The rest of the ''book'' consists of bound-in folded maps. There are 25 maps counting an Index Map of about 40 x 29 inches: Map of Sacramento River California from the mouth of Feather River to Suisun Bay at Collinsville. unknown
