‎SERMAN (William).‎ ‎Les Origines des officiers français, 1848-1870. C'est l'une des conclusions frappantes de l'étude de William Serman, fondée sur l'analyse d'une masse de documents inédits ou peu connus. Au milieu du XIXe siècle, en effet, le corps des officiers français combine deux systèmes démocratiques de recrutement : la sélection par concours de jeunes éléments d'avenir et la promotion interne de serviteurs déjà anciens. Certes la situation de l'enseignement en France, le coût des études préparatoires, le prix de la pension dans les Écoles militaires et la priorité longtemps accordée aux fils de courtisans ou de fonctionnaires pour l'attribution de bourses limitent la démocratisation du recrutement des Saint-Cyriens et des Polytechniciens. Mais l'augmentation du nombre d'emplois à pourvoir, le renouvellement rapide du personnel en temps de guerre et la répartition sociale des vocations militaires dans la nation favorisent la promotion massive de sous-officiers issus des classes populaires. Les classes moyennes poussent nombre de leurs fils vers l'armée, qui offre un important débouché à la jeunesse instruite et des possibilités exceptionnelles de promotion sociale à des milliers de jeunes d'humble origine. — "Rompant avec l'histoire militaire traditionnelle, l'auteur montre qu'un corps de fonctionnaires relativement prestigieux, comme les officiers, est un enjeu entre les classes ou les fractions de classes qui cherchent à instaurer les modalités de recrutement les plus favorables à leurs intérêts. Aucune n'arrive jamais à imposer totalement ses vues, ne serait-ce que parce que les mécanismes sociaux généraux qui déterminent le choix d'une carrière comme le métier des armes échappent en partie aux acteurs sociaux. W. Serman souligne à juste titre que le double recrutement découle d'un compromis nécessaire entre les intérêts des classes supérieures et ceux des classes moyennes, voire d'une partie des classes populaires.
