From WIkipedia for Coastal Management: "In some jurisdictions the terms sea defense and coastal protection are used to mean respectively defense against flooding and erosion. The term coastal defence is the more traditional term but coastal management has become more popular as the field has expanded to include techniques that allow erosion to claim land.The coastal zone is a dynamic equilibrium area of natural change and of increasing human use. They occupy less than 15% of the Earth's land surface; yet accommodate more than 40% of the world population it is estimated that 3.1 billion people live within 200 kilometres from the sea. With three-quarters of the world population expected to reside in the coastal zone by 2025 human activities originating from this small land area will impose an inordinate amount of pressures on the global system. Coastal zones contain rich resources to produce goods and services and are home to most commercial and industrial activities. In the European Union almost half of the population now lives within 50 kilometres of the sea and coastal zone resources produce much of the Union's economic wealth. The fishing shipping and tourism industries all compete for vital space along Europe's estimated 89 000 kilometres of coastline and coastal zones contain some of Europe's most fragile and valuable natural habitats. Shore protection consists up to the 50's of interposing a static structure between the sea and the land to prevent erosion and or flooding and it has a long history. From that period new technical or friendly policies have been developed to preserve the environment when possible. Is already important where there are extensive low-lying areas that require protection. For instance: Venice New Orleans Nagara river in Japan the Netherlands Caspian Sea Protection against the sea level rise in the 21st century will be especially important as sea level rise is currently accelerating. This will be a challenge to coastal management since seawalls and breakwaters are generally expensive to construct and the costs to build protection in the face of sea-level rise would be enormous. Changes on sea level have a direct adaptative response from beaches and coastal systems as we can see in the succession of a lowering sea level. When the sea level rises coastal sediments are in part pushed up by wave and tide energy so sea-level rise processes have a component of sediment transport landwards. This results in a dynamic model of rise effects with a continuous sediment displacement that is not compatible with static models where coastline change is only based on topographic data." The U.S. Army Coastal Engineering Reserach Center CERC formerly the Beach Erosion Board has since 1930 conducted studies on shore processes and methods of shore protection. It is also involved in both shore protection and offshore engineering techniques. This SHore Protection Manual SPM incorporates new material and expands the coverage within the shore protection field. Volume I describes the physical environment in the coastal zone. Volume II addresses the interaction of the physical environment and the coastal structures and presents design parameters for use in the solution of coastal engineering problems. Volume II containcs four appendixes including a glossary of coastal engineering terms a list of symbols tables and plates and a subject index. From Wikipedia: "Fort Dix the common name for the Dix unit of Joint Base McGuire-Dix-Lakehurst is a United States Army base located approximately 16.1 miles 25.9 km south-southeast of Trenton New Jersey. Dix is under the jurisdiction of the United States Army Reserve Command USARC. Fort Dix established in 1917 was consolidated with two adjoining U.S. Air Force and Navy facilities to became part of Joint Base McGuire-Dix-Lakehurst JB MDL on 1 October 2009. However it remains commonly known as Fort Dix as of 2012.Fort Dix is named for Major General John Adams Dix a veteran of the War of 1812 and the Civil War. Construction began in June 1917. Camp Dix as it was known at the time was a training and staging ground for units during World War I. The camp became a demobilization center after the war. Between the World Wars Camp Dix was a reception training and discharge center for the Civilian Conservation Corps. Camp Dix became Fort Dix on March 8 1939 and the installation became a permanent Army post. During and after World War II the fort served the same purpose as in the first World War. It served as a training and staging ground during the war and a demobilization center after the war. On July 15 1947 Fort Dix became a Basic Training Center and the home of the 9th Infantry Division. In 1954 the 9th moved out and the 69th Infantry Division made the fort home until it was deactivated on March 16 1956. During the Vietnam War rapid expansion took place. A mock Vietnam village was constructed and soldiers received Vietnam-specific training before being deployed. Since Vietnam Fort Dix has sent soldiers to Operation Desert Shield Desert Storm Bosnia Afghanistan and Iraq. The Atlantic Strike Team AST of the U.S. Coast Guard is based at Fort Dix. As part of the Department of Homeland Security the AST is responsible for responding to oil pollution and hazardous materials release incidents to protect public health and the environment. Fort Dix is also home to Fort Dix Federal Correctional Institution the largest single federal prison in America. It is a low security installation for male inmates located within the military installation. As of November 19 2009 it housed 4 310 inmates and a minimum-security satellite camp housed an additional 426. Inmates use plastic pouches of mackerel as commodity money. Knowing that Fort Dix was on a base closure list the U.S. Air Force attempted to save the U.S. Army post during 1987. The USAF moved the Security Police Air Base Ground Defence school from Camp Bullis Texas to Dix in the fall of 1987. It was eventually realized that it was not cost effective to put 50-100 S.P. trainees on a commercial flight from San Antonio Texas to Philadelphia Pennsylvania every couple of weeks so the school was later moved back to Camp Bullis Texas. Fort Dix was an early casualty of the first Base Realignment and Closure process in the early 1990s losing the basic-training mission that had introduced new recruits to military life since 1917. But Fort Dix advocates attracted Army Reserve interest in keeping the 31 000-acre 13 000 ha post as a training reservation. With the reserves and millions for improvements Fort Dix actually has grown again to employ 3 000. As many as 15 000 troops train there on weekends and the post has been a major mobilization point for reserve and National Guard troops since the September 11 2001 attacks on New York City and Washington D.C. Fort Dix has completed its realignment from an individual training center to a FORSCOM Power Projection Platform for the Northeastern United States under the command and control of the United States Army Reserve Command. A remarkable substantial set of WWI Divisional General Orders covering the Division for the time Major General John O'Ryan assumed command on July 25 1917 to General Order 140 of August 25 1918. This may have belonged to Major later Colonel John Tabor Loree who after the war was a senior official at the Delaware and Hudson Railroad. From Wikiepedia: "The 27th Infantry Division was a unit of the Army National Guard in World War I and World War II. The division traces its history from the New York Division formed originally in 1908. The 6th Division designation was changed to the 27th Division in July 1917. When the New York Division was organized in 1908 the New York National Guard became the second state after Pennsylvania to structure its National Guard at such a high tactical level in peacetime. The New York Division was called to active duty during the Mexican border crisis of 1916. While on federal duty it was redesignated as the 6th Division in June 1916. It was released from active duty in December 1916 only to be recalled for World War I service in July 1917. The 6th Division was reorganized and redesignated as the 27th Division on 1 October 1917.Called into federal service on July 15 1917 the Twenty-Seventh Division hastily recruited to increase its numbers and late in August was concentrated at Camp Wadsworth near Spartanburg SC for intensive training. In the spring of 1918 the division began its movement toward embarkation camps. The division s advance detachment left Hoboken on May 2 and arrived at Brest France May 10 1918. Until July 24 the division was in the final stages of training under British mentors in Picardy and Flanders. On July 25 the 27th Division occupied the Dickebusch Lake and Scherpenberg sectors in Flanders. From Wikipedia: "The Grand Army of the Republic GAR was a fraternal organization composed of veterans of the Union Army US Navy Marines and Revenue Cutter Service who served in the American Civil War. Founded in 1866 in Decatur Illinois it was dissolved in 1956 when its last member died. Linking men through their experience of the war the GAR became among the first organized advocacy groups in American politics supporting voting rights for black veterans lobbying the US Congress to establish veterans' pensions and supporting Republican political candidates. Its peak membership at more than 490 000 was in 1890 a high point of Civil War commemorative ceremonies. It was succeeded by the Sons of Union Veterans of the Civil War SUVCW composed of male descendants of Union veterans.After the end of American Civil War organizations were formed for veterans to network and maintain connections with each other. Many of the veterans used their shared experiences as a basis for fellowship. Groups of men began joining together first for camaraderie and later for political power. Emerging as most influential among the various organizations was the Grand Army of the Republic founded on April 6 1866 on the principles of "Fraternity Charity and Loyalty " in Decatur Illinois by Benjamin F. Stephenson. The GAR initially grew and prospered as a de facto political arm of the Republican Party during the heated political contests of the Reconstruction era. The commemoration of Union veterans black and white immediately became entwined with partisan politics. The GAR promoted voting rights for black veterans as many veterans recognized their demonstrated patriotism. Black veterans who enthusiastically embraced the message of equality shunned black veterans' organizations in preference for racially inclusive groups. But when the Republican Party's commitment to reform in the South gradually decreased the GAR's mission became ill-defined and the organization floundered. The GAR almost disappeared in the early 1870s and many divisions ceased to exist. In the 1880s the organization revived under new leadership that provided a platform for renewed growth by advocating federal pensions for veterans. As the organization revived black veterans joined in significant numbers and organized local posts. The national organization however failed to press the case for pensions for black soldiers. Most black troops never received any pension or remuneration for wounds incurred during their service. The GAR was organized into "Departments" at the state level and "Posts" at the community level and military-style uniforms were worn by its members. There were posts in every state in the U.S. and several posts overseas. The pattern of establishing departments and local posts was later used by other veterans' organizations such as the American Legion WWI and the Veterans of Foreign Wars WWII. In 1868 Commander-in-Chief General John A. Logan established May 30 as Decoration Day later known as Memorial Day. Numerous people and places claim this credit. In its first celebrations people used this day to commemorate the dead of the Civil War by decorating their graves with flowers and flags. The GAR's political power grew during the latter part of the 19th century and it helped elect several Republican United States presidents beginning with Ulysses S. Grant and ending with William McKinley. Five members were elected president of the United States. This test manual provides basic doctrinal guidance for tactical operations in a nuclear environment. Commanders and staff officers at all levels must understand and appreciate the effects of the nuclear environment on operations at brigade and lower levels and carefully consider them when planning each operation. This test manual discusses the characteristic effects of nuclear weapons on troops equipment organization and operations. It defines the role of the combat combat support & combat service support forces and discussed the specialized training requirements for conduct of operations in a nuclear environment. The material presented is applicable to operations in a nuclear war. It is directed primarily to operations at corps and lower levels. The basic considerations of division-level operations are essentially the same in all areas of the world. The doctrine contained herein should be applied in conjunction with FM 101-31-1 and FM 101-31-2. Tactical nuclear warfare is a conflict between the land forces and associated air and naval forces of two or more nations in which nuclear weapons are limited to the defeat of opposing forces in a theater of operations. Implicit in this definition is the condition that a strategic nuclear exchange on the belligerents' homelands does not occur. The material in this manual is specifically prepared for utilization in a conflict that meets this definition. A tactical nuclear weapon TNW or non-strategic nuclear weapon NSNW is a nuclear weapon that is designed to be used on a battlefield in military situations mostly with friendly forces in proximity and perhaps even on contested friendly territory. Generally smaller in explosive power they are defined in contrast to strategic nuclear weapons which are designed mostly to be targeted at the enemy interior far away from the war front against military bases cities towns arms industries and other hardened or larger-area targets to damage the enemy's ability to wage war. No tactical nuclear weapon has ever been used in a combat situation. Tactical nuclear weapons include gravity bombs short-range missiles artillery shells land mines depth charges and torpedoes which are equipped with nuclear warheads. Also in this category are nuclear armed ground-based or shipborne surface-to-air missiles SAMs and air-to-air missiles. Small two-man portable or truck-portable tactical weapons such as the Special Atomic Demolition Munition and the Davy Crockett recoilless rifle have been developed but the difficulty of combining sufficient yield with portability could limit their military utility. In wartime such explosives could be used for demolishing "chokepoints" to enemy offensives such as at tunnels narrow mountain passes and long viaducts. There is no exact definition of the "tactical" category in terms of range or yield of the nuclear weapon. The yield of tactical nuclear weapons is generally lower than that of strategic nuclear weapons but larger ones are still very powerful and some variable-yield warheads serve in both roles. Some tactical nuclear weapons have specific features meant to enhance their battlefield characteristics such as variable yield which allow their explosive power to be varied over a wide range for different situations or enhanced radiation weapons which are meant to maximize ionizing radiation exposure and to minimize blast effects.
