Washington DC: General Services Administration National Archives and Records Service 1972. Presumed First Edition First printing. Wraps. Good. 3 1 pages plus covers. Cover has some wear and soiling. The records reproduced in the microfilm publication are from Naval Records Collection of the Office of Naval Records and Library Record Group 45. In the single roll of this microfilm publication is reproduced the private journal of Lt. Charles Gauntt while aboard the U.S.S. Macedonian September 1818-June 1821. Gauntt's journal is a record of the Macedonian's voyage from Boston Mass. to the Pacific Coast of South America. The main purpose of this expedition was to give aid and protection to U.S. citizens and to their property. During the South American revolutions American merchant and fishing vessels were plagued by impressment blockades and illegal confiscation of goods. It was hoped that the presence of an American warship would prevent further harassment of American ships and help smooth relations between the United States and the South American governments. The main purpose was not entirely fulfulled due to the Macedonian being damaged by a hurricane after having left Boston and needed to stop for repairs at the navy yard at Norfolk Virginia. The archivist responsible for the preparation of this microfilm publication was Maida Loescher. HMS Macedonian was a 38-gun fifth-rate Lively-class frigate in the Royal Navy later captured by USS United States during the War of 1812. Macedonian left Madeira on 22 October 1812 but only a few days later on the morning of 25 October encountered USS United States commanded by Decatur. The United States had just declared war on the United Kingdom and both captains were eager to achieve personal glory in a fight. Unfortunately for Macedonian United States was a 44-gun heavy frigate and her broadside was 864 pounds of metal versus Macedonian's 528 pounds. USS United States hove round turning downwind and making HMS Macedonian chase her. Within a few minutes of closing fire from United States's 24-pounder cannons brought down all three of Macedonian's masts and riddled the hull. United States then pulled away temporarily leaving Carden time to contemplate their lack of options. Finally with United States preparing to rake the British vessel again Carden struck his colors making Macedonian the second Royal Navy vessel to surrender to the Americans during the war. Macedonian was immediately taken into the United States Navy retaining the name as Macedonian under the command of Captain Jacob Jones. From January 1819 to March 1821 the frigate operated off the Pacific coast of South America giving aid and protection to the commercial ships in the area during the disorders following the Latin American colonial revolts before returning to Boston in June 1821. Gauntt was assigned to the Macedonian several times during his career. He reached the rank of Captain and remained in the Navy until his death in 1855. Scarce archival hardcopy reference This is one of the National Archives Microfilm Publications. This is largely a List of Applicants or Persons Recommended. Each entry gives the name of the applicant appropriate cross-references to other applicants the date span of documents and their enclosures and the number of documents that contain a referent to the applicant or applicants. the term 'document' as used in this microcopy may be either an individual letter with no enclosures or a letter of transmittal with its enclosures. The list contains only the names of applicants for positions and office holders. It does not list the many important individuals whose letter of endorsement and comments are present in the file. Among some of the names listed are: Aaron Burr Lewis Cass William Clark William Eaton James Gadsden Albert Gallatin Elbridge Gerry William Henry Harrison Gen. Henry Lee Meriwether Lewis Fontaine Maury Benjamin Rush Winfield Scott Joseph Story and John Tyler. The Letters of Applications and Recommendation of the Department of State 1797-1901 are arranged in units that correspond approximately with Presidential administrations. The microfilm publication comprising 8 rolls reproduces the letters in this series during the administration of President James Madison 1809-1817. Requests for employment in the Navy War and Treasury Departments are also in this series. It is possible that such applications were referred to the Department of State by the President. In fact many applications were forwarded by Members of Congress and executive officials of the Government to whom they had been addressed. At the beginning of the Madison era Revolutionary War service by an applicant or more usually by the older members of his family was a potent qualification for appointment. By the end of the period service in the War of 1812 became an additional advantage. On January 11 1939 the records from the Department of State were transferred to the National Archives. Thus copies such as this are increasingly scarce and offer potentially significant insights as to policy issues and their resolution through comparison with the text of the officially approved and released report. This report describes and descussed alternatives for discharging the responsibility for managing and funding military application and Restricted Data functions now in ERDA It was prepared in response to Section 307 b of the Energy Reorganization Act of 1974. Chapter I describes the requirement for the study. Chapter II discussed the nuclear weapons complex and weapon program including facilities management and costs and the non-weapon activities conducted by the complex. These are the major elements of the weapon-related functions then under consideration for transfer. Chapter III identified major concers suggesting a need for change or restraint against change. Chapter IV descrived the nonweapon defense=related function of ERDA including naval reactors production of special nuclear materials space reactors and other military reactors and considerations concerning their potential transfer. The study described in this report was conducted by and ERDAS task force consisting of representatives from ERDA headquarters and field operations offices the weapon laboratories the production facilities and others not directly associated with ERDA. Collaboratoion was maintained with the Department of Defense throught the office of the Assistant to the Secretary of Defense for Atomic Energy. From an official history of the ERDA by Alice Buck: "The Reorganization Act of 1974 required the Administrator of ERDA and the Secretary of Defense to review the feasibility of transferring the military functions formerly vested in the Atomic Energy Commission to the Department of Defense or to other federal agencies. The possible transfer of these functions which included not only weapon development and the control of Restricted Data but also certain nondefense related programs such as naval reactors space nuclear systems military power reactors and the production of special nuclear materials reflected continuing congressional concern over the issue of civilian control of the military atom. In January 1976 following a year of study Seamans concluded that a split in the management and funding responsibilities between different agencies would be detrimental to a strong nuclear weapons program. He recommended instead that the nuclear weapon program and complex be retained within ERDA but have a budget of its own separate from the budget for energy programs. The Assistant Administrator for National Security would be responsible for seeing that the weapon program received priority in the use of laboratories and production facilities while nonweapon defense-related programs would be under the direction of the Assistant Administrator for Nuclear Energy. The unique capability of the weapon research laboratories to perform significant nonnuclear research in the energy development field was another factor in the final decision to leave the division of military application and the associated nuclear activities within the Energy Research and Development Administration." This DVD is approximately 4.5 inches in diameter. The Nevada Test Site-Directed Research Development and Demonstration SDRD program completed a very successful year of research and development activities in FY 2005. Fifty new projects were selected for funding this year and five FY 2004 projects were brought to conclusion. The total funds expended by the SDRD program were $5.4 million for an average per project cost of just under $100000. Two external audits of SDRD accounting practices were conducted in FY 2005. Both audits found the program's accounting practices consistent with the requirements of DOE Order 413.2A. Highlights for the year included: the filing of 18 invention disclosures for intellectual property generated by FY 2005 projects; programmatic adoption of 17 FY 2004 SDRD-developed technologies; participation in the tri-lab Laboratory Directed Research and Development LDRD and SDRD program review that was broadly attended; peer reviews of all FY 2005 projects; and the successful completion of 55 R&D projects as presented in this report. The National Nuclear Security Administration NNSA is the U.S. agency responsible for enhancing national security through the military application of nuclear science. NNSA maintains and enhances the safety security and effectiveness of the U.S. nuclear weapons stockpile without nuclear explosive testing; works to reduce the global danger from weapons of mass destruction; provides the U.S. Navy with safe and effective nuclear propulsion; and responds to nuclear and radiological emergencies in the U.S. and abroad. Established by the United States Congress in 2000 NNSA is a semi-autonomous agency within the United States Department of Energy. The National Nuclear Security Administration was created by Congressional action in 1999 in the wake of the Wen Ho Lee spy scandal and other allegations that lax administration by the Department of Energy had resulted in the loss of U.S. nuclear secrets to China. Originally proposed to be an independent agency NNSA gained the reluctant support of the Clinton administration only after it was instead chartered as a sub-agency within the Department of Energy to be headed by an administrator reporting to the Secretary of Energy. NNSA has four missions with regard to national security: · To manage the U.S. nuclear weapon stockpile; To reduce global danger from weapons of mass destruction and to promote international nuclear safety and nonproliferation; to provide the United States Navy with safe militarily effective nuclear propulsion plants and to ensure the safe and reliable operation of those plants; and to support United States leadership in science and technology. One of NNSA's primary missions is to maintain the safety security and effectiveness of the United States' nuclear weapons stockpile without explosive testing. After the Cold War the U.S. stopped production of new nuclear warheads and voluntarily ended underground nuclear testing. NNSA maintains the existing nuclear deterrent through the use of science experiments engineering audits and high-tech simulations at its three national laboratories: Los Alamos National Laboratory Lawrence Livermore National Laboratory and Sandia National Laboratories. NNSA assets used to maintain and ensure the effectiveness of the American nuclear weapons stockpile include the National Ignition Facility the Dual-Axis Radiographic Hydrodynamic Test Facility and the Z Machine. NNSA also uses multiple supercomputers to run simulations and validate experimental data. The organization provides safe and secure transportation of nuclear weapons and components and special nuclear materials and conducts other missions supporting national security. It has responsibility to develop operate and manage a system for the safe and secure transportation of all government-owned special nuclear materials in "strategic" or "significant" quantities. Shipments are transported in specially designed equipment and are escorted by armed federal agents. NNSA works with international partners key U.S. federal agencies national laboratories and the private sector to detect secure and dispose of nuclear and radiological material as well as related WMD technology and expertise. Among its goals are to prevent proliferation ensure peaceful nuclear uses and enable verifiable nuclear reductions. NNSA's Naval Nuclear Propulsion Program is responsible for providing militarily effective nuclear propulsion plants. It provides the design development and operational support required to power the U.S. Navy's aircraft carriers and nuclear submarines. NNSA is responsible for responding to radiological and nuclear emergencies and working with law enforcement agencies to prevent nuclear or radiological terrorism. Experts at its national laboratories maintain a high level of readiness to deploy resources capable of responding to nuclear or radiological incidents worldwide. Key capabilities looking for and identifying radiological material rendering safe nuclear devices and managing the spread of radiological material in the event of a natural or terrorist incident. With support its three national labs the Remote Sensing Laboratory RSL and the Pantex Plant it maintains readiness to respond and manage the resolution of accidents or incidents of significance involving nuclear weapons. NNSA provides expertise practical tools and technically informed policy recommendations to advance U.S. nuclear counterterrorism and counterproliferation objectives. It is responsible for understanding nuclear threat devices and foreign nuclear weapons that cause proliferation concerns. To accomplish these goals NNSA initiates international dialogues on nuclear security and counterterrorism; conducts scientific research to characterize detect and defeat nuclear threat devices; develops and conducts WMD counterterrorism tabletop exercises; and promotes nuclear information security policy and practices. NNSA is responsible for the development and implementation of security programs including physical and personnel security protective forces nuclear materials control and accountability classified and sensitive information protection and technical security programs. From Wikipedia: Safety management system SMS is a term used to refer to a comprehensive business management system designed to manage safety elements in the workplace. A SMS provides a systematic way to identify hazards and control risks while maintaining assurance that these risk controls are effective. SMS can be defined as: .a businesslike approach to safety. It is a systematic explicit and comprehensive process for managing safety risks. As with all management systems a safety management system provides for goal setting planning and measuring performance. A safety management system is woven into the fabric of an organization. It becomes part of the culture the way people do their jobs. For the purposes of defining safety management safety can be defined as: .the reduction of risk to a level that is as low as is reasonably practicable. There are three imperatives for adopting a safety management system for a business these are ethical legal and financial. There is an implied moral obligation placed on an employer to ensure that work activities and the place of work to be safe there are legislative requirements defined in just about every jurisdiction on how this is to be achieved and there is a substantial body of research which shows that effective safety management which is the reduction of risk in the workplace can reduce the financial exposure of an organisation by reducing direct and indirect costs associated with accident and incidents. To address these three important elements an effective SMS should: Define how the organisation is set up to manage risk. Identify workplace risk and implement suitable controls. Implement effective communications across all levels of the organisation. Implement a process to identify and correct non-conformities. Implement a continual improvement process. A safety management system can be created to fit any business type and/or industry sector. Basic safety-management componentseditInternational Labour Organization SMS modeleditSince there are many models to choose from to outline the basic components of a safety management system the one chosen here is the international standard promoted by the International Labour Organization ILO. In the ILO document ILO-OSH 2001 Guidelines on Occupational Safety and Health Management Systems the safety management basic components are: Policy Organizing Planning and implementation Evaluation Action for improvement Although other SMS models use different terminology the process and workflow for safety management systems is always the same; 1. Policy Establish within policy statements what the requirements are for the organization in terms of resources defining management commitment and defining OSH targets 2. Organizing How is the organization structured where are responsibilities and accountabilities defined who reports to who and who is responsible for what. 3. Planning and Implementation What legislation and standards apply to our organization what OSH objectives are defined and how are these reviews hazard prevention and the assessment and management of risk. 4. Evaluation How is OSH performance measured and assessed what are the processes for the reporting of accidents and incidents and for the investigation of accidents and what internal and external audit processes are in place to review the system. 5. Action for Improvement How are preventative and corrective actions managed and what processes are in place to ensure the continual improvement process. There is a significant amount of detail within each of these sections and these should be examined in detail from the ILO-OSH Guidelines document. A SMS is intended to act as a framework to allow an organisation as a minimum to meet its legal obligations under occupational health and safety law. The structure of a SMS is generally speaking not of itself a legal requirement but it is an extremely effective tool.
