PARLIAMENT OF SOUTH AUSTRALIA FINNISS Boyle Travers
Petition of B.T. Finniss. To the Honourable House of Assembly.
Adelaide: Government printer 1866. Very good condition. Foolscap folio tinted 6 pp. stamp of the Clare Institute. Official publication of the petition presented to parliament by Boyle Travers Finniss defending charges of incompetence of command and misallocation of public funds. Following the decision to place the Northern Territory under South Australian jurisdiction in 1863 Finniss was appointed resident and embarked on the project of establishing a settlement at Adam Bay. A surveyor by profession Finniss had previously worked with Colonel William Light in laying out the city of Adelaide. The Adam Bay site appeared sound in the dry season but quickly became unworkable in the monsoon. Conflict with local Aborigines and interpersonal rifts with the settlers ended Finniss' role in the North; he was ultimately recalled and reprimanded by a Royal Commission for the loss of £40000. This petition refutes the claims of incompetence levied against Finniss by several settlers by this stage the proceedings had become acrimonious and Finniss assumed much of the blame for the failed settlement. Ordered to be printed by parliament 28th September 1866. Government printer unknown

PARLIAMENT OF WESTERN AUSTRALIA WELLS Lawrence Allen
Journal of the Calvert Scientific Exploring Expedition 1896-7: Equipped at the Request and Expense of Albert F. Calvert Esq. F.R.G.S. London for the purpose of exploring the remaining blanks of Australia
Perth: Government Printer. 1902. Folio 62 pp. with a large folding lithographic map measuring 890 x 648 mm. an excellent copy half crimson morocco with gilt lettering by Sangorski. Official account of the scientific expedition financed by the wealthy English traveller Albert Calvert dispatched 'for the purpose of exploring the remaining blanks of Australia'. Lawrence Allen Wells 1883-1932 was an Australian born surveyor who rose to prominence for continuing the work of the Elder Scientific Expedition after it collapsed under the leadership of David Lindsay. Accurate and understated Wells won the esteem of the Adelaide scientific community and attracted the attention of Albert Calvert who insisted that Wells lead his expedition. Accompanied by his cousin Charles Wells and other scientific companions the Calvert Expedition of 1896 passed through the Murchison goldfields and headed north to the Fitzroy River. At Midway Well the party split intending to meet at Joanna Spring some 300 kilometres to the north. The first group led by Wells' cousin perished in the attempt. Unable to locate Joanna Spring incorrectly mapped by 30 kilometres to the east by Warburton some years earlier the second group barely survived an incomprehensible 13 day march of some 220 kilometres over sand hills with no water before reaching the safety of Noonkanbah station on the Fitzroy River. PARLIAMENT OF GREAT BRITAIN
Cap. LXXXVI. An Act for granting certain Powers and Authorities to a Company to be incorporated by Charter to be called "The Australian Agricultural Company".
London: Eyre and Spottiswoode 1824. Folio pp. 737-756 armorial letterhead fine. Foundation Act of the Australian Agricultural Company a fabulously lucrative investment scheme that followed a formal meeting at the chambers of John Macarthur in Lincoln's Inn during April 1824. In principle the Company derived from a simple conundrum; the Australian colonies abounded in unutilised land and convict labour but lacked a corporate structure to attract investment capital. Accordingly in return for raising one million pounds in capital the company was awarded a land grant by the New South Wales government of one million acres. The Company was formed and incorporated by this Act of Parliament and a Royal Charter issued on the first day of November 1824. This Act comprises a pivotal document in the early economic history of Australia. Once established the Australian Agricultural Company opened up vast areas of wilderness for grazing and agriculture and provided the impetus for much of the inland exploration of New South Wales for the following two decades. Following the recommendation of Commissioner Bigge the Company was based on a Mediterranean production model of wool grapes olives flax and similar crops suited to the southern climate. Subjects include emigration convict management education bushrangers and the building of water supply and civil works. The final report on emigration is the longest in the series totalling some 82 pages and is 'very important for information regarding emigration and the experiences of immigrants' Ferguson. This volume is from the collection of Dr. Clifford Craig with one of his characteristic typed notes tipped to the front endpaper regarding colonial cabinetmaker Charles Woolley. Craig's 'collection of old Tasmanian books maps and prints was one of the finest ever assembled - some would argue it was the best. There is no argument that as a Tasmaniana collector bibliophile and author he has no peer' Stitz Australian Book Collectors pp.72-73. James Barnard, Government Printer unknown

PARLIAMENT OF GREAT BRITAIN
An Act.to provide for the Administration of Justice in New South Wales and Van Diemen's Land and for the more effectual Government thereof and for other Purposes relating thereto. Cap. LXII
London: George Eyre and Andrew Spottiswoode 1840. Printed bifolium pp. 465-467 misnumbered 468 armorial letterhead fine. An important Act for the future subdivision of New South Wales into separate colonies namely Victoria in 1851 and Queensland in 1859. The Act describes the possible need for separation given the 'great extent' of New South Wales as the entire eastern portion of the Australian continent. Governing this vast area from Sydney posed serious problems of communication and effective administration and discontent with the existing system was becoming increasingly obvious by the time this Act was passed in 1840. This Act allows Queen Victoria to appoint Legislative Councils for the new colonies who may draft new laws subject to approval before parliament in Britain. This provision was to be especially important in the case of Victoria where separation from New South Wales was soon followed by the gold-rushes. Here began a period of unprecedented population growth and economic change wherein political self determination was of great importance. George Eyre and Andrew Spottiswoode unknown

PARLIAMENT OF GREAT BRITAIN
Cap. XXXIX. An Act for granting certain Powers and Authorities to a Company to be incorporated by Charter to be called "The Van Diemen's Land Company".
London: George Eyre and Andrew Strahan 1825. Foolscap pp. 381-392 fine. The Van Diemen's Land Company was founded along similar lines to the Australian Agricultural Company - vast areas and surplus convict labour could be brought to profitable advantage with a Company to attract investors into the fold. The Company was offered vast tracts of land beyond existing settled areas and opened up lands previously unseen by European eyes. This Act follows the decision of April 1825 by the Colonial Office to offer the Company some 250000 acres in the remote northwest of Tasmania for a peppercorn rent. It details the organisation of the company share offers transfers and the like and comprises an important document in the early economic history of the colony. The Van Diemen's Land Company was plagued by poor management practices and charges of favouritism from the Colonial Office. Settlers resented expectation that convict labour be granted to the Company so denying them of much needed labour. Investors lost considerably in the Company until the Victorian gold-rush of the mid 1850's created a market for potatoes grain and timber and revitalised the fortunes of the venture.
