I have spoken a great deal about the colored troops.</i>"</p><p>On the day he wrote this letter his 40th birthday travelling by special campaign train Spanish American War hero Theodore Roosevelt spoke at Rochester Syracuse Utica and Buffalo and places in between. Less than two weeks later he was elected Governor of New York.</p> <b>THEODORE ROOSEVELT.</b>Typed Letter Signed New York October 27 1898 to Mrs. Emma Wynkoop Clark. "<i>On Board spec. Train</i>" postmarked Utica N.Y. October 28 1898. 1 p. 8¼ x 9¾ in. With envelope 6¼ x 3½ in.<p><b>Historical Background</b></p><p>In April 1898 Roosevelt resigned his position as Assistant Secretary of the Navy. With Colonel Leonard Wood Lt. Colonel Roosevelt formed the 1st U.S. Volunteer Cavalry regiment dubbed the Rough Riders composed of a diverse variety of men from across the nation and from many backgrounds and professions. Soon after landing in Cuba Wood was put in command of the brigade and Roosevelt was promoted to command of the regiment.</p><p>On July 1 at the battle of San Juan Hill the Rough Riders fought alongside the African American soldiers of the 24th Infantry and the 9th and 10th Cavalry. Overcoming defenders who had superior position the Americans took Kettle Hill and San Juan Hill. Approximately 200 Americans were killed among them 30 "Buffalo Soldiers." Despite the casualties it was a decisive victory. American forces gained a strategic position from which to attack the main Spanish garrison in the city of Santiago de Cuba which surrendered two weeks later.</p><p>During the battle of San Juan Hill Roosevelt on horseback was able to get ahead of the men on foot "excepting my orderly Henry Bardshar who had run ahead very fast in order to get better shots at the Spaniards."Perhaps Roosevelt had alluded to Bardshar's performance without mentioning him by name in his early accounts of the battle. Roosevelt had several orderlies including Henry P. Bardshar 1872-1946 of Prescott Arizona; William H. Sanders of Salem Massachusetts who died of fever; G. Roland Fortescue of New York New York wounded in the foot; and Gordon Johnston 1874-1934 of Birmingham Alabama. Perhaps one of the four Rough Riders named Owens—Clay T. Owens of El Paso Texas; Edward L. Owens of Vinita Indian Territory Oklahoma; John M. Owens of Oologah Indian Territory; and William A. Owens of Jerome Arizona—also served as an orderly.</p><p><b>Roosevelt and African Americans</b></p><p>Roosevelt later commented about the Buffalo Soldiers "no one can tell whether it was the Rough Riders or the men of the 9th who came forward with the greater courage to offer their lives in the service of their country." On August 14 1899 Roosevelt wrote in a private letter to African American newspaperman John E. Bruce of Albany New York "I wish no better men beside me in battle than these colored troops showed themselves to be. Later on when I come to write of the campaign I shall have much to say about them."</p><p>Yet the prejudices of his day were not entirely absent. Roosevelt also later wrote "Negro troops were shirkers in their duties and would only go as far as they were led by white officers."</p><p>Responding to the firestorm of controversy over his 1901 invitation to Booker T. Washington to dine with him at the White House Roosevelt defiantly commented "I am sorry to say that the idiot or vicious Bourbon element of the South is crazy because I have had Booker T. Washington to dine. I shall have him to dine just as often as I please."</p><p>However five years later in the wake of a riot at Brownsville Texas Roosevelt unfairly ordered the dishonorable discharge of 167 African American soldiers depriving them of pensions and the ability to work in federal jobs.</p><p><b>Theodore Roosevelt</b> 1858-1919 was born in New York City and graduated from Harvard University in 1880 and attended Columbia Law School. He served in the New York State Assembly from 1882 to 1884 and as president of the New York City Police Commissioners in 1895 and 1896 then as Assistant Secretary of the Navy from 1897 to 1898. After service in Cuba during the Spanish-American War he won election as Governor of New York and served from 1899 to 1900. He ran as Vice President to William McKinley in 1900 and became President in September 1901 when McKinley was assassinated. Reelected in 1904 Roosevelt was President until 1909. A prolific author and naturalist Roosevelt was instrumental in the Progressive movement of the early twentieth century helped preserve the nation's natural resources and extended American power throughout the world with a focus on a modern navy.</p><p><b>Emma Wynkoop Clark</b> 1838-1926 was born in Maryland. Her husband James J. Clark 1836-after 1915 was a clothier in New York. In March 1900 Emma W. Clark filed for bankruptcy. That year she lived in Brooklyn with her daughter Fannie W. Clark 1859-1943 who was an artist. Emma's husband was then a pauper living in the King's County Almshouse in Brooklyn. After returning to the clothing industry in 1915 he lived in an old age home in New York City.</p><p><b>Condition</b></p><p>Fine. Clark I do appoint him provisionally Captain in the Philippine Scouts in the service of the United States.Given under my hand at the City of Washington this nineteenth day of September in the year of our Lord one thousand nine hundred and eight and in the one hundred and thirty-third year of the Independence of the United States. </i></p><p><i> By the President:</i></p><p> signed <i>Theodore Roosevelt"</i></p><p><b>Historical Background</b></p><p>The Philippine Scouts were organized by the U.S. Army after the Spanish – American War 1898 and existed from 1901 to the end of the Second World War. The unit intended to combat the Philippine Revolution led by General Emilio Aguinaldo was comprised of native Filipinos led by white American officers. Aguinaldo who had led the revolution since 1896 loosely allied himself with the Americans against the Spanish during the war. After the American victory Aguinaldo declared independence but neither Spain nor the United States recognized the new nation. Aguinaldo then declared the United States an unfriendly occupying power and fought the Americans from 1899 to 1902. The war officially came to an end when he was captured. However conflict with resistance groups continued for close to ten years.</p><p>The Philippine Scouts were formed in 1901 the final year of the war and helped the United States in the continuing "unofficial" fighting. The Scouts also played an integral role in helping control the islands through the 1930s. They were among the first U.S. forces to fight against the Japanese during World War II.</p><p>John J. A. Clark began his Philippine tour as a lieutenant and upon arrival in 1905 he took possession of a safe from the previous officer. Having secured the safe and the government funds it contained Clark changed its combination and assigned a responsible guard. Nonetheless the safe was stolen. Blamed for the loss he filed suit against the government to recover the funds for which he was responsible. He earned this promotion while the case was pending. It was finally decided in his favor in 1911 the same year he resigned from the army.</p>‎

Information on Theodore Roosevelt Inaugural National Historic Site and standard post card message spacing and address area on other side. Undated. All Rights to the color photo image was copyrighted by Milt Price. The information on the Historic Site states it was restored in 1971 so this postcard must have been produced subsequent to that date. Theodore Roosevelt Inaugural National Historic Site preserves the Ansley Wilcox House at 641 Delaware Avenue in Buffalo New York. Here after the assassination of William McKinley Theodore Roosevelt took the oath of office as President of the United States on September 14 1901. A New York historical marker outside of the house indicates that it was the site of Theodore Roosevelt's Inauguration. The oldest part of the National Historic Site includes the lone surviving structure from the Buffalo Barracks compound. Due to tensions between the U.S. and Anglo-Canada a military post was constructed to ensure border security. Built in 1839 the post encompassed all the land from Allen Street to North Street and Delaware Ave to Main Street. The structure that would later be incorporated into the Theodore Roosevelt Inaugural National Historic Site started life in 1840 as the Barrack's officer's quarters. After the post was disbanded in 1845 the home reverted to a private residence. Subsequent owners continued to modify the structure adding and demolishing out structures and additions. In the late 19th century Dexter Rumsey gave the property to his son-in-law Ansley Wilcox and his wife Mary Grace Rumsey. The newest inhabitants made extensive renovations to the structure. Plans of these renovations are still on file at the Historic Site. In 1901 while attending the Pan-American Exposition anarchist Leon Czolgosz twice shot President William McKinley. Although early doctor's reports on the President's condition were positive McKinley's condition soon worsened. Vice President Theodore Roosevelt rushed back to Buffalo but arrived only after McKinley had died. It was decided to conduct the inauguration immediately due to the tragic and politically charged circumstances of President McKinley's death. The most appropriate site was determined to be the Wilcox home. Approximately 50 dignitaries family members and cabinet officials gathered in the front library for the inauguration. Federal Judge John R. Hazel administered the oath. No photograph image exists of the ceremony itself although the room was heavily photographed after the inauguration had concluded. The Wilcoxes continued to live in the home until their deaths in the 1930s. The home's furniture was sold at a public auction and the property became the Kathryn Lawrence Restaurant. The proprietors removed interior walls demolished a carriage house and painted many of the finished wood surfaces before the restaurant ceased operations in 1961. The first part of the house is a museum displaying many items from the 1901 Pan-American Exposition including wine glasses plates playing cards and the key to the Temple of Music. The last room is a recreation of the office Roosevelt used during his presidency and includes an interactive desk which can be used to send e-mails to yourself. The National Historic Site was authorized on November 2 1966. As a historic area administered by the National Park Service it was automatically listed on the National Register of Historic Places the same day. Tomlin Art Co unknown‎
