'April. 19. 1855 / Privy. Council.'. Coleridge was the nephew of the poet Samuel Taylor Coleridge. See his entry and that of Cranworth in the Oxford DNB. The letter relates to Palmerston’s first ministry. 1p 16mo cut down to a 12 x 10 cm piece of wove paper. In fair condition lightly aged and discoloured with traces of glue from mount adhering to one edge of blank reverse. Signing himself ‘J. T C’ Coleridge writes: ‘My dear Awdry / I have been with the Chancellor in consequence of the above - & promised to send him a minute in writing - where we have had trouble. Can you help me with your recollection. / In haste. / Yours ever / J. T C’. The context is partially explained by seven lines from a letter in Cranworth’s autograph surviving on the reverse: ‘. am told that you can give me some hints as to parts of the bill not working well - or not likely to work well - When can I see you - Could you look in at the house of Lords tomorrow .’. He begins by thanking him for sending copies of ‘Lady Duff Gordon’s Letters from Egypt’ and ‘Ecce Homo’ ‘a survey of the life and work of Jesus Christ’ by J. R. Seeley which he has ‘already read with great interest’. He takes ‘a very different view of it from Lord Shaftesbury &c’ and intends to ‘take the first opportunity of saying so in the Edinburgh Review’ although he will not be able to publish the articles before the next October. In his opening statement Chairman D'Amato stated: "Our mandate calls on us to assess China's role in the proliferation of weapons of mass destruction to terrorist-sponsoring states. Ws we have stressed in our reports to the Congress proliferation stemming from China remains a serious concern. Have the Chinese taken decisive actions to reign in the various companies engaging in this behavior some of which have been repeatedly sanctions by the United States. We believe China must face this issue more frankly and effectively. Washington also must act to impose consequences on Beijing should it not cooperate on this vital matter. Currently the United States employes sanctions in hopes of curbing the proliferating habits of some of China's largest companies. That's the subject we're going to be exploring today. But U.S. sanctions laws have failed to stem this behavior and do not penalize the Chinese government for its lack of action to end it. Ultimately the Chinese government itself must be accountable for a WMD-related attack that involves either directly or indirectly materials or technologies originating in China. In addition to proliferation we will examine China's role in the North Korea nuclear crisis. The United States-China Economic and Security Review Commission informally the US-China Commission USCC is an independent agency of the United States government. It was established on October 30 2000 through the Floyd D. Spence National Defense Authorization Act. The USCC is responsible for providing recommendations based on their findings on bilateral trade with the Peoples Republic of China evaluating national security and trading risks in all industries and conducting research on Chinas actions. All these findings are discussed in their hearings and submitted as an annual report or specific research topics every year. In part due to its small size the USCC directly reports to Congress and the president - it is not a part of any other department or agency in the federal government. The USCC consists of 12 commissioners who staff it and facilities that were absorbed from the former US Trade Deficit Review Commission. The commissioners are appointed to two-year terms by the Majority and Minority Leaders of the U.S. Senate and by the Speaker and Minority Leader of the U.S. House of Representatives. The current head of the commission is Carolyn Bartholomew and the Vice Chairman is Robin Cleveland who are responsible for organizing meetings with other commissioners. Each commissioner is entitled to one vote. The USCC staff and facilities are from former US Trade Deficit Review Commission by the Floyd D. Spence National Defense Authorization Act of 2001. Since then the USCC is responsible for overseeing trade deficit matters with China. The USCC was created as the US government believes some of the current trades with China were in need of urgent attentions and corrections based on analyses considering Chinas military modernizations change of trade policy and media and information controls. Its first annual report in 2002 found that China is and will be a major competitor of the U.S. and also concluded that China as the third-largest trading partner had extremely unbalanced trade relationship. In the following years between 2004 and 2009 the USCC stated that Chinas undervalued currency counterfeiting and piracy export subsidies and lack of protection of US intellectual property right were continually contributed to a growing trade deficit. The main focus for the commission is constantly changing around the eight main areas. However the focused area in the last decade 2010-2020 is national security. The USCC argues the main direction of US-China relation will be "A combination of containment and engagement". The main part of the commission is to submit annual report every year. The USCC fulfills its mission by holding regular meetings with commission members to discuss recent related matters include write full analysis of eight focused parts which are Energy American Capital Market Economic transfers Regional Economics and Security impacts US-China Bilateral Programs Weapon proliferation World Trade Organization Compliance and Implications of restrictions on speech and information access in China. And provide conclusions and recommendations for legislative and administrative actions. Inertial confinement fusion ICF is a type of fusion energy research that attempts to initiate nuclear fusion reactions by heating and compressing a fuel target typically in the form of a pellet that most often contains a mixture of deuterium and tritium. To compress and heat the fuel energy is delivered to the outer layer of the target using high-energy beams of laser light electrons or ions. The heated outer layer explodes outward producing a reaction force against the remainder of the target accelerating it inwards compressing the target. A sufficiently powerful set of shock waves can compress and heat the fuel at the center so much that fusion reactions occur. The energy released by these reactions will then heat the surrounding fuel and if the heating is strong enough this could also begin to undergo fusion. The aim of ICF is to produce a condition known as ignition where this heating process causes a chain reaction that burns a significant portion of the fuel. When it was first proposed in the early 1970s ICF appeared to be a practical approach to fusion power production and the field flourished. Experiments during the 1970s and '80s demonstrated that reaching ignition would not be easy. Throughout the 1980s and '90s many experiments were conducted in order to understand the complex interaction of high-intensity laser light and plasma. These led to the design of newer machines much larger that would finally reach ignition energies. The Committee for the Review of the Department of Energy's Inertial Confinement Fusion Program was formed in response to a request from the Department of Energy's DOE's Assistant Secretary for Defense Programs Victor H. Reis that the National Research Council NRC review the DOE's Inertial Confinement Fusion ICF program. The recent declaration of Science Based Stockpile Stewardship SBSS as national policy within the broader Stockpile Stewardship and Management Program implies changes in the nuclear weapons program and resulted in a DOE decision that the ICF program a component of SBSS should undergo regular evaluation to ensure its continuing quality and its capacity to contribute both to SBSS and to other national needs. The committee includes members with expertise in theoretical and experimental plasma physics theoretical and applied hydrodynamics and fluid dynamics high-energy physics nuclear physics laser physics optics and optical engineering laser-plasma interactions and computing and computer science. In addition the membership includes individuals experienced in designing building and managing large experimental facilities. One member has experience in nuclear weapons design and another is a long-time leader of a nongovernmental organization concerned with national nuclear energy and weapons policy. All committee members are recognized as leaders in their respective fields of expertise. Several have served on previous committees that have examined ICF and several have consulted for Lawrence Livermore National Laboratory in various areas. The charge to the committee was as follows: Conduct an initial review to: 1 determine the scientific and technological readiness of the NIF project 2 assess the entire ICF program including program scope balance and priorities; facility operation; experimentation; theory; etc. and make recommendations to facilitate the achievement of the scientific goal which is ignition and 3 evaluate the capabilities of the ICF program in conjunction with NIF to support SBSS. This charge to the committee does not request reassessment of the desirability of the Comprehensive Test Ban Treaty the necessity for SBSS or the nonproliferation aspects of ICF. Nor does it ask for recommendations about whether or not to construct the proposed NIF a decision that involves considerations beyond the scientific and technical issues considered here.
