Blackman Master of the Schooner Francis Edwards of Philadelphia dated 20 December 1862 and signed by William Harbeson Collector of Customs for the District and Port of Philadelphia. Faint old folds and one tape shadow unnecessary as the folds are sound a couple of very tiny nicks still very good or better. This loyalty oath prevented the signer from having interaction on the high seas with enemies of the Union i.e. Southern traders. Blackman was born in Galloway Township New Jersey in 1827. After the war he was a pioneer in the U.S. Life Saving Service in Absecon New Jersey where he died in 1883. unknown
