He served as the President of the Court of Justice and the Undersecretariat of the Ministry of Justice. This treatise contains a short record of the events that took place during the period of Hasim Pasha as grand vizier in the first chapter, the solution proposals for the events that took place after the 2nd Constitutional Monarchy are discussed in the second chapter titled 'talimâtlar' [i.e. instructions]. Dili Arapça olup yalin ve kolay anlasilir bir dille kaleme alinmistir. Mecelletü'n-nisab, biyografi türünde yazilmis yer yer tarih, cografya, edebiyat ve tasavvufa ait bilgiler de veren ansiklopedik nitelikte önemli bir eserdir. Üç ana bölümden olusan eserde toplam 12.572 madde yer almaktadir. Her maddede önce kisi adlari, sonra hayati hakkinda bilinen önemli bilgiler, varsa kisinin eserlerinin adlari, bazen konulari hakkinda bilgiler de verilmektedir.‎
