A partire dal 2008 l'Unione ha affrontato sfide senza precedenti con un assetto legale e istituzionale che alla prova si è rivelato drammaticamente inadeguato. Se vogliamo dare nuova forza all'Unione, l'idea di una misura che vada bene per tutti va messa nel cestino: è necessario separare gli stati che hanno una ragione strutturale per aggregarsi politicamente (come è il caso dei paesi dell'Europa continentale e occidentale) e gli stati che hanno invece un esclusivo interesse economico per il processo di integrazione (le isole e penisole del Nord, gli stati dell'Est). Il primo gruppo dovrà procedere verso una vera e propria unione federale con una base politica e costituzionale e perseguire l'obiettivo "di un'unione sempre più stretta"; il secondo gruppo potrà invece basarsi su un trattato interstatale puramente funzionale. Due Europe quindi collegate nel mercato unico. Solo così sarà possibile portare l'Unione Europea fuori dalla sua crisi esistenziale.

L’evoluzione rapida e articolata dell’immigrazione ha reso difficile qualsiasi tentativo di delinearne in maniera definita le caratteristiche. Si è, oggi più che mai, di fronte a un processo che, in maniera lenta ma costante, modifica i luoghi e la storia del nostro paese. Il testo si inserisce in un filone di ricerca attento alle trasformazioni territoriali e al mutamento dei paesaggi urbani negli spazi della Campania maggiormente interessati dall'immigrazione. Nel volume si ritrovano i risultati di vari progetti di ricerca centrati sul disagio abitativo. Il testo costituisce un aggiornamento e una rielaborazione più ampia dell’indagine svolta, proponendo al tempo stesso riflessioni e spunti interpretativi utili per intervenire nei confronti di una questione importante, ricca di tensioni come recentemente confermato da episodi di razzismo in tutta Italia (come nel caso di Parma, Milano, Napoli). In Italia il fenomeno migratorio ha avuto un'evoluzione molto rapida e articolata, tanto da rendere difficile qualsiasi tentativo di delinearne in maniera definita le caratteristiche. Siamo di fronte a un processo che in maniera lenta ma costante modifica i luoghi del vivere e la storia sociale della Penisola. L'abitare rappresenta uno dei principali ambiti in cui si esercita il cambiamento del territorio ed è una prospettiva di studio che consente di leggere le migrazioni secondo dinamiche molteplici. Tali dinamiche possono essere definite come una costruzione socio-spaziale, dove risorse, strategie, reti e scelte dei migranti si incrociano simultaneamente con le politiche istituzionali a diverse scale e con le percezioni e le strategie delle comunità locali, articolandosi in maniera differenziata a seconda dei luoghi. Il volume costituisce l'aggiornamento e la rielaborazione di un'indagine promossa dalla Regione Campania sul tema del disagio abitativo dei migranti: uno studio di terreno che, su questo tema specifico, è stato effettuato per la prima volta sull'area metropolitana di Napoli.
