Anche i cristiani, avendo ricevuto un mandato da parte di Dio di riunire tutti gli uomini in un solo popolo, si trovavano con una missione universale in questo mondo. Come coordinare queste concorrenti pretese di universalità da parte dell'Impero e della Chiesa? In questo libro, il bizantinista Endre von Ivánka affronta questa domanda esaminando differenti concezioni di "impero" e di "popolo di Dio" in tre epoche storiche: la prima dall'ascesa dell'imperatore Augusto fino alla caduta dell'Impero d'Occidente nel 476; la seconda dall'affermarsi dell'Impero Bizantino fino alla sua caduta nel 1453. L'ultima considera gli sviluppi all'interno dell'ortodossia russa fino alla Rivoluzione d'ottobre. Secondo von Ivánka, le importanti differenze tra cattolici e ortodossi nella concezione del rapporto tra Chiesa e Stato sono da ricondurre più a fattori storici che a eventuali influssi culturali sui bizantini, estranei alla tradizione europea. Alcuni importanti eventi storici degli ultimi due secoli potrebbero inoltre accendere la speranza di un riavvicinamento dei due ambiti culturali e religiosi.
