The purpose of the hearings was to review the proposal of the Federal Aviation Administration to significantly increase the amount of air space subject to mandatory traffic control. Under the FAA proposals the high altitude positive control areas would be lowered from 18 000 feet to 10 000 feet. In the areas around busy airports an additional 44 mandatory terminal control areas would be established. Since the FAA published its proposals the Congress had been flooded with mail mostly in opposition to the proposals. The hearings thus provided the FAA with an opportunity to clarify its proposal and the rationale behind it and also to give supporters and opponents a chance to express their positions and to suggest alternatives. Laid-in are orders to report to Selfride Field and a letter dated October 19 1918 naming the log's owner as being now rated as an Aerial Observer. He then transferred to the School of Aerial Gunnery at Selfride Field Michigan from 9/30/18 to 10/19/18. All courses are listed with hours spent grading signed by instructors. Laid-in are orders to report to Selfride Field and a letter dated October 19 1918 naming the log's owner as being now rated as an Aerial Observer.
