It proposes an approach towards mitigation of greenhouse gas emissions under an international climate regime that the authors feel balance the demands of equity and sustainability by allocating an initial fixed carbon budget to each country based on population giving China perhaps unsurprisingly the biggest share and then adjusting the initial allocation based on extreme climate factors geographical factors and energy resources endowment. Following this allocation of a carbon budget a system of international transfer payments can be instituted that will allow some of those countries that have exceeded their carbon budget e.g. Britain and the US which have no carbon budget left at all under the scheme to continue to use greenhouse gas energy by trading with other countries. 2013 Ringgold Inc.
